Orlando Housing Authority

General Information

The Orlando Housing Authority (OHA) joined the MTW demonstration in January of 2011. Its goals include streamlining housing authority operations, removing or reducing rent disincentives to continued employment, improving recipient access to jobs and supportive services, providing increased low-income housing choices (including homeless/transitional housing and additional options for seniors), and taking every reasonable step to complete the greening of OHA.

OHA currently administers approximately 1,400 public housing units, 4,600 Housing Choice Voucher units, and 100 units of local, non-traditional housing.

OHA was selected as an MTW agency through a competition held in 2009 as a part of HUD's 2009 budget appropriation (Section 236, title II, division I) and its Standard MTW Agreement was executed on January 7, 2011, which ran through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, OHA’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.

Atlanta Housing

General Information

The mission of Atlanta Housing (AH) is to provide quality affordable housing in amenity-rich, mixed-income communities for the betterment of the community. Their focus is on both creating new housing opportunities and strengthening existing ones. Operationally, AH also seeks to enhance performance, efficiency, and productivity. AH provides a full spectrum of housing services for its citizens, from homelessness to home ownership, and has committed to making Atlanta a city for all regardless of income.

Currently AH manages approximately 2,800 public housing units, 20,300 Housing Choice Voucher units, and 4,150 units of local, non-traditional housing made possible by their MTW program.

The AH's MTW program began July 1, 2003. AH signed the Standard Agreement in 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, AH’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.

The mission of The Housing Authority of Columbus, Georgia (HACG) is to be the foremost provider of quality, affordable housing in the Columbus region by developing, revitalizing, and managing contemporary housing communities. Kentucky

Lexington-Fayette Urban County Housing Authority

General Information

Lexington-Fayette Urban County Housing Authority (LHA) became an MTW agency in November of 2011. The agency presently manages approximately 900 public housing units, 3,450 Housing Choice Voucher units, and 430 units of local, non-traditional housing throughout the Lexington community. LHA’s core MTW objectives include:

  1. Increase the number and quality of affordable housing choices throughout the Lexington-Fayette community;
  2. Increase the number of families moving toward self-sufficiency;
  3. Increase and strengthen the number of community partnerships benefitting residents with special needs, especially those not adequately served elsewhere in the community and those requiring a “service-enriched” housing environment; and
  4. Reduce the agency’s administrative costs while limiting the administrative burdens placed on staff and residents.

During the MTW application process, LHA’s leadership asked each property management team and the HCV program to consider what type of rent intervention would work best based on their respective portfolio. Thus, instead of designing and implementing one overall rent strategy, LHA is testing multiple rent reform options including participating in the HUD-commissioned Housing Choice Voucher Rent Reform Study that was proposed and approved in FY2014, along with three other MTW agencies (Louisville, San Antonio and Washington, DC).

Louisville Metro Housing Authority

General Information

The Louisville Metro Housing Authority's (LMHA) MTW goals involve increasing resident self-sufficiency, achieving a greater income mix at LMHA properties, improving the quality of the assisted housing stock, expediting access to assisted housing, reducing administrative and operational costs, enhancing program effectiveness and providing services for under-served special needs populations.

LMHA currently administers approximately 3,800 public housing units, 12,000 Housing Choice Voucher units, and 19 units of local, non-traditional housing.

The Housing Authority of Louisville (HAL) signed its MTW agreement with HUD in August 1999. LMHA was created in 2003, as HAL and Jefferson County Housing Authority merged. LMHA signed the Standard Agreement in 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, LMHA’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.

The Charlotte Housing Authority (CHA) has used its MTW authority to develop collaborative relationships for affordable housing solutions; maximize the economic, physical, and social value of its real estate portfolio; ensure long-term financial viability; provide high quality, cost-effective real estate management services, streamline and enhance features of the agency’s Housing Choice Voucher program to meet the demands of local housing providers, and launch standards that encourage the development of client families to reach their highest potential.

Currently, CHA administers approximately 100 public housing units, 8,650 Housing Choice Voucher units, and 1,050 local, non-traditional units.

Illinois

Housing Authority of Champaign County

General Information

The Housing Authority of Champaign County (HACC) joined the MTW demonstration in October of 2010 and serves the county of Champaign, Illinois, a largely rural county with an urban center defined by the twin cities of Urbana and Champaign. HACC has been providing affordable housing in central Illinois since 1939. The PHA is located approximately 135 miles south of Chicago, 124 miles west of Indianapolis, and 178 miles north of St. Louis.

HACC is continuing to work towards its long term goal of developing quality affordable housing communities and providing opportunity and support to maximize individual potential, while sustaining long term financial viability. HACC’s mission is to provide a quality living environment as a foundation for individuals to achieve their full potential.

As part of a rebranding, HACC is focused on the following over-arching goal of “Growing and Moving Forward Together”:

  • Growing housing options to meet the ever-increasing demand for affordable housing throughout Champaign County; and
  • Moving Forward Together with residents and the communities HACC serves, opening doors to support their success.

HACC currently administers approximately 2,300 Housing Choice Voucher units and 10 units of local, non-traditional housing.

Chicago Housing Authority

General Information

The Chicago Housing Authority's (CHA) MTW program is a multi-year commitment to provide better housing and service to low-income families through a variety of HUD-approved initiatives, including but not limited to:

  • Rehabilitation or redevelopment of 25,000 units of housing;
  • Pooling of funds to allow for more flexible spending to support housing development and other programs;
  • A variety of resident services programs designed to support resident self-sufficiency by developing academic achievement, increasing economic independence and earning power, and enhancing stability and quality of life.

CHA is the third largest housing authority in the nation (after New York City and the Puerto Rico Housing Authorities) and provides assisted housing for more than 63,000 households and 135,000 individual residents through the Public Housing, Housing Choice Voucher and Project-Based Voucher Programs with housing options in communities throughout Chicago, including options for families, seniors and individuals in need of supportive housing.

MPHA manages nearly 5,350 units of public housing, 6,550 Housing Choice Voucher units, and 250 units of local, non-traditional housing.

Portage Metropolitan Housing Authority

General Information

The Portage Metropolitan Housing Authority (PMHA) has articulated the following goals for its MTW program:

  2. Achieve and Maintain Excellence in Tenant-Based Housing Programs
  3. Improve Productivity and Cost Effectiveness
  4. Collaborate with Community Partners to Leverage Resources to Benefit Households Assisted by PMHA and Portage County

PMHA has used MTW as a vehicle to improve its relationships with the entire Portage County community. Specifically, it has involved local service providers, real estate officials, local developers, legal aid, and Cleveland Area Field Office, residents, and local government officials in its planning process.

PMHA administers approximately 300 public housing units and 1,950 Housing Choice Voucher units.

San Antonio Housing Authority

General Information

The San Antonio Housing Authority (SAHA) implemented its original MTW program at three of its public housing developments in 2000. Beginning in 2010, SAHA proposes to use lessons learned from its experience with the 2000 demonstration in order to expand its efforts and move forward to include all public housing units and Housing Choice Voucher units in the MTW program, as well as develop community involvement in the creation of the MTW Plan and identify key service providers in order to address barriers to employment, develop job training programs, promote education, identify ways to streamline and reduce federal expenditures and increase housing choices for low income families.

SAHA currently administers approximately 6,050 public housing units, 14,300 Housing Choice Voucher units, and 180 units of local, non-traditional housing.
