General Information

The Housing Authority of the City of New Haven (HANH) has established the following long terms based on the 3 MTW Statutory Objectives for its MTW program:

DELIVER COST EFFECTIVE SOLUTIONS

  1. Streamline administrative functions in public housing and HCV program operations through transition to a paperless documentation system and electronic files
  2. Continue progress of streamlined administration of HCV program with a Housing Quality Standards (HQS) self-certification program for model landlords
  3. Explore regional provision of housing authority services on a fee-for-service basis
  4. Complete disposition and/or conversion of remaining non-performing assets
  5. Continue investment in technology to reduce administrative burden and create model wired and wireless communities
  6. Continue investment in energy efficiency initiatives

EXPAND HOUSING CHOICE

  1. Complete final revitalization effort of HANH’s public housing stock through revitalization/redevelopment or disposition of remaining poor performing assets
  2. Address housing crisis experienced by population of formerly incarcerated individuals by assisting with housing choices for individuals who engage in a comprehensive service approach to re-entry.
  3. Promote housing opportunities in the public housing and HCV program for income-eligible work-able families.
  4. Use housing choice vouchers to promote development of mixed-income, mixed-finance housing opportunities in non-HANH developments

HELP FAMLIES REACH SELF-SUFFICIENCY

  1. Develop transitional models of assistance that move families toward self-sufficiency and away from subsidized housing in progressive steps
  2. Expand resident-owned business initiative to increase the number of HANH contracts executed with business enterprises and support these businesses to successfully compete for other external contracts
  3. Expand cost-effective training programs and increase resident participation
  4. Expand supportive services program – especially critical for effective management of Elderly/Disabled developments – to support families as they move toward self-sufficiency
  5. Partner with local school system to support student academic progress and attainment

HANH currently administers approximately 1,000 public housing units, 6,300 Housing Choice Voucher units, and 11 units of local, non-traditional housing

MTW Status

HANH signed its MTW agreement in 2001 and began to implement its MTW program in 2002. HANH executed the Standard Agreement in 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, HANH’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.


Middletown Housing Authority

Holyoke Housing Authority

General Information

The Holyoke Housing Authority (HHA) became an MTW agency in September of 2013. The agency presently manages 750 public housing units, 1,950 Housing Choice Vouchers (HCV), and 10 units of local, non-traditional housing throughout the Holyoke community. HHA’s core MTW objectives include promoting HHA’s long‐term objectives to revitalize Holyoke’s public housing portfolio and surrounding neighborhoods including the City’s Arts and Innovation District, providing HHA residents with training and other supportive services so that they can obtain good‐paying jobs and/or become first‐time homebuyers, increasing the range and quality of housing choices for low‐income households, improving and streamlining administration of both the Public Housing and HCV programs, and leveraging and increasing the positive impact of limited federal funding.

HHA was selected as an MTW agency through a competition held in 2012 as part of HUD’s 2011 budget appropriation (Public Law 112-10, 125 Stat. 103) and its Standard MTW Agreement was executed on November 7, 2013 and ran through its 2018 fiscal year. As a result of Congress passing the Consolidated Appropriations Act of 2016, HHA’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.


Massachusetts Executive Office of Housing and Livable Communities

General Information

The Massachusetts Executive Office of Housing and Livable Communities (EOHLC) is the Commonwealth’s housing and community development agency. As an all-voucher MTW program, EOHLC serves more than 20,000 households across the state, and provides supportive services and other housing supports to more than 900 additional families through local non-traditional programming. EOHLC administers the program through a network of regional housing agencies.

An MTW agency since 1998, EOHLC uses its participation in MTW to develop and implement program changes that respond to local and state-wide housing challenges and opportunities.

Using all three MTW strategic goals EOHLC has created a program that incorporates administrative efficiencies to streamline process, improve customer service and create savings, bolsters low-income households’ ability to increase their economic self-sufficiency and stability, and supports housing choice through a state-wide housing mobility program.

Currently EOHLC manages approximately 22,700 Housing Choice Voucher units and 110 units of local, non-traditional housing.

Cambridge Housing Authority

General Information

The Cambridge Housing Authority (CHA) has used MTW to modernize its public housing stock, serve more households, develop new affordable housing units, enact policy reforms that reduce costs and increase households' ability to earn and save, and implement energy efficient strategies.

CHA currently manages approximately 50 public housing units, 7,600 Housing Choice Voucher units, and 200 units of local, non-traditional housing. In addition, it operates a state-assisted public housing program of 785 units and a state leased-housing program of 340 units.

Philadelphia Housing Authority

General Information

Established in 1937, Philadelphia Housing Authority (PHA) is the nation's fourth largest public housing authority. The agency administers approximately 12,850 public housing units, and an additional 22,600 families through the Housing Choice Voucher Program. PHA, in partnership with local agencies and educational institutions, operates the Workforce Center at the Vaux Community Building, which provides job readiness, skills training, job placement and other services. PHA also operates the Opening Doors to Homeownership program that provides a broad array of first-time affordable homeowner programs and services to low-income residents.

PHA has used the flexibility of the MTW program to preserve and increase the supply of affordable housing in Philadelphia as well as revitalize entire neighborhoods. Nowhere is MTW’s impact more dramatic than in PHA’s current large-scale neighborhood transformation initiatives in the Sharswood and North Central communities where sweeping change has come to long neglected neighborhoods. In addition, MTW has helped efforts to address longstanding capital needs at aging public housing developments across the city, through conversion under the Rental Assistance Demonstration program and other methods. Even more, MTW’s financial and program flexibility has allowed PHA to expand workforce development, supportive services, and other economic and educational opportunities to low-income families, seniors and people with disabilities. MTW has been embedded into virtually every area of PHA’s operations and every partnership initiative undertaken to address Philadelphia’s unique housing and supportive service needs.

PHA's MTW program began February 28, 2002. PHA signed the Standard Agreement in 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, PHA’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.


Housing Authority of the City of Pittsburgh

General Information

The Housing Authority of the City of Pittsburgh (HACP) has used its MTW designation to focus on the following two areas:

  1. To reposition HACP's housing stock by becoming more competitive in the local housing market, operating cost effectively, providing a positive environment for residents and providing both higher quality and broader options for low-income families; and,
  2. To promote self-sufficiency for residents via programs and policies that encourages work and financial independence for those able, and promotes independent living for the elderly and disabled.

HACP administers approximately 3,150 public housing units, 7,500 Housing Choice Voucher units, and 134 units of local, non-traditional housing.

Fairfax County Redevelopment and Housing Authority

General Information

The Fairfax County Redevelopment and Housing Authority (FCRHA) became an MTW agency in November 2013. The agency presently manages approximately 5,400 Housing Choice Vouchers (HCV) throughout Fairfax County. FCRHA’s core MTW objectives include piloting rent and Family Self-Sufficiency Program policies to encourage self-sufficiency, achieving greater cost effectiveness in the use of federal resources by decreasing the administrative burden for staff and participants, and increasing housing choice for eligible low-income families through local payment standards. The FCRHA is also moving in the direction of using MTW flexibility to preserve and produce additional affordable housing in the County, as well as providing additional support to participants through hoarding clean up services and a local Family Self-Sufficiency Program.

Randolph County Housing Authority (RCHA) currently administers approximately 700 Housing Choice Voucher units.

RCHA was selected as an MTW agency in 2021 through the MTW Flexibility for Smaller PHAs Cohort of the MTW Expansion, which was authorized by the 2016 MTW Expansion Statute. RCHA's participation in the MTW program is through the end of its Fiscal Year 2042.

Maryland

Housing Authority of Baltimore City

General Information

The Housing Authority of Baltimore City (HABC) uses its MTW authority to implement initiatives in both the HCV and public housing programs that support neighborhood revitalization, reduce administrative costs and promote resident economic self-sufficiency.

HABC currently administers approximately 6,750 public housing units and 20,700 Housing Choice Voucher units.

MTW Status

HABC originally was part of the MTW demonstration as a Jobs Plus site and later signed the MTW Standard Agreement in December 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, HABC’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.


Rockville Housing Enterprises

General Information

Rockville Housing Enterprises (RHE) currently administers approximately 100 public housing units and 500 Housing Choice Voucher units.

Delaware

Delaware State Housing Authority

General Information

The Delaware State Housing Authority (DSHA) was created in 1968. Today, DSHA functions as a government agency as well as an entrepreneurial developer and lending institution. In addition to its role as the State's housing finance agency, DSHA owns and operates public housing and Rental Assistance Demonstration (RAD) properties, administers the Housing Choice Voucher, Family Unification and HUD-Veterans Affairs Supportive Housing (HUD-VASH) programs, 811 Mainstream vouchers, and acts as a community development organization.

DSHA currently operates approximately 300 public housing units and 1,300 Housing Choice Voucher units.

MTW Status

DSHA first became part of the MTW demonstration in 1999 as one of the original MTW agencies. DSHA signed the Standard Agreement in 2008, extending its participation through its 2018 fiscal year. District of Columbia Housing Authority

General Information

The District of Columbia Housing Authority's (DCHA) mission is to provide quality affordable housing to extremely low to moderate income households, foster sustainable communities, and cultivate opportunities for residents to improve their lives. DCHA is using its MTW authority to support programs and policies that align with the agency’s five strategic goals:

  • Goal A: Create opportunities to improve the quality of life for DCHA residents, through collaboration and partnerships
  • Goal B: Increase access to quality affordable housing.
  • Goal C: Provide livable housing to support healthy and sustainable communities.
  • Goal D: Foster a collaborative work environment that is outcome driven and meets the highest expectations of the affordable housing industry.
  • Goal E: Effectively communicate DCHA’s accomplishments and advocate for its mission.

DCHA currently manages approximately 8,100 public housing units and 16,400 Housing Choice Voucher units.
