Summary of the New Computer Matching Program

The U.S. Department of Housing and Urban Development (HUD), the Department of Homeland Security, Federal Emergency management Agency (FEMA) and Federal Insurance Mitigation Administration (FIMA) have established a Computer Matching Program to assist CDBG-DR grantees with access to the necessary data to support grantee recovery programs in compliance with the Privacy Act.

For grantees that entered into a Data Share Agreement or a Computer Matching Agreement with FEMA and HUD under the initial process, please view the following training and resources.

The longstanding data sharing agreement between FEMA with HUD and CDBG-DR grantees has been revised to address privacy-related issues identified in the applicable FEMA System of Records Notices (SORN). HUD worked with FEMA on a Computer Matching Agreement (CMA) to ensure that HUD grantees will get the latest Individual Assistance program data from FEMA in order to build out their impact and unmet needs assessment, market their programs to potentially impacted individuals, and complete their duplication of benefits analyses for individual benefits.
