Continuum of Care Program Competition

Overview

The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). Documents related to each process are listed below and additional Competition related materials are posted once the process opens and as documents become available. The FY Competition ends when the final funding announcement is released by HUD.

Continuum of Care Builds (CoC Builds) Competition Announcement

The U.S. Department of Housing and Urban Development (HUD) has published a Notice of Funding Opportunity (NOFO) for the Continuum of Care Builds (CoC Builds) Competition. The CoC Builds program under this NOFO provides $100,000,000 for competitive grants for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing (PSH) units. Through this NOFO, HUD encourages CoCs to leverage funds provided for capital costs of new PSH units with other funding sources to maximize the amount of housing that can be directed to meet the needs of homeless individuals and families. PSH is defined at 24 CFR 578.3 as permanent housing in which supportive services are provided to assist homeless persons with a disability to live independently. No more than 20 percent of each award may be used for other eligible CoC Program activities (Section IV.B.1.b) associated with the PSH project and no more than 10 percent of an award may be used for project administration.

FY 2026 CoC Program Competition

The U.S. Department of Housing and Urban Development (HUD) has published the FY 2026 Continuum of Care Competition and Youth Homeless Demonstration Program grants NOFO, authorizing homeless services organizations to apply for more than $4 billion in competitive funding to provide supportive services and housing programs for people experiencing homelessness.

FY26 CoC NOFO Updated Deadline

On Wednesday, September 16, 2026, the U.S. Court of Appeals for the First Circuit granted HUD an emergency stay pending appeal of the U.S. District Court for the District of Rhode Island’s ruling to vacate HUD’s FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO (FY26 CoC NOFO) in the related cases State of Washington, et al. v. HUD, et al., 1:26-cv-00439 (D.R.I.), and National Alliance to End Homelessness, et al. v. HUD, et al., 1:26-cv-00436 (D.R.I.). The First Circuit’s order notes that “HUD has made a strong showing that it is likely to succeed on the merits” of its appeal and that “it would be unable to implement the NOFO in a timely manner -- thereby creating funding gaps -- unless a stay enters.” On Friday, September 18, 2026, HUD reopened its FY26 CoC NOFO to accept applications with a new deadline of September 30, 2026 at 8:00PM ET. The NOFO is unchanged except for the new deadline and the technical correction in the first bullet below. The additional 12 days will allow CoCs to finalize and submit their applications.

  • CoCs that have not yet notified project applicants whether they were selected for the Priority Listing may do so now. HUD has made a technical correction to the NOFO to reduce the 15-day notification requirement to 7 days.
  • Additionally, HUD has published a waiver of 24 CFR 578.51(b) to permit private nonprofit applicants, recipients, and subrecipients of funds awarded under the FY 2026 CoC NOFO to administer rental assistance. HUD Publishes Notice of Research Justifying Additional Incentives for Certain Activities to Reduce Homelessness
HUD published a Federal Register notice to solicit public comment on activities HUD proposes to incent through the Continuum of Care (CoC) program. These activities are proven to be effective at reducing homelessness or preventing homelessness, and HUD invites public comment on these proposed activities before incenting communities to adopt them as part of their CoC funding applications. The Notice can be viewed at this link: https://www.federalregister.gov/d/2026-18555. Comments are due by October 13, 2026.

Notice of Modified NOFO: On July 24, 2026, HUD amended the FY 2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO. This modification includes a direct-to-HUD application process for eligible applicants in geographic areas where HUD has determined that a CoC does not meet the requirements of the CoC program in accordance with 24 CFR 578.13 and 42 U.S.C. 11360a(c). Pursuant to 24 CFR 578.13, if HUD finds a CoC for a geographic area does not meet the requirements of 42 U.S.C. 11360a, or its implementing regulations, HUD may take remedial action to ensure fair distribution of grant funds within the geographic area. The status of HUD's determination regarding whether individual CoCs meet the requirements of 42 U.S.C. 11360a(c) or its implementing regulations, is listed below:

  • CA-600: On June 18, 2026, HUD sent CA-600 a letter signaling the agency's intent to determine that CA-600 does not meet the requirements of 42 U.S.C. 11360a or its implementing regulations, barring a change of position based on any response from CA-600, to be provided within thirty (30) days. CA-600 and its formerly designated Collaborative Applicant, the Los Angeles Homeless Services Authority (LAHSA) have sought judicial review of HUD's June 18, 2026, Letter and of HUD's noticed suspension of LAHSA, dated June 11, 2026. HUD currently expects to make a final determination regarding the status of CA-600 after an anticipated appeals court ruling in that litigation. To provide adequate time, HUD has extended the September 30, 2026, application deadline to October 14, 2026, for CA-600 applications only.

CoC Program Registration

The SNAPS Office has updated the Continuum of Care (CoC) Program Registration Notice (CPD-22-02) and Unified Funding Agency (UFA) Notice (CPD 22-01), originally published on January 3, 2022. CoC Registration Notice CPD 26-03 supersedes Notice CPD-22-02 and UFA Notice CPD 26-04 supersedes Notice CPD-22-01.

The CoC Program Registration Notice provides Collaborative Applicants with the information necessary to register CoCs in preparation for each FY CoC Program Competition. As part of registration, Collaborative Applicants for CoCs that wish to be designated a UFA must apply during registration. The registration process described within these notices apply only to Collaborative Applicants who will register to submit the CoC Consolidated Application for CoC Program funds and HUD strongly encourages all Collaborative Applicants to read both notices in entirety.

GIWS

The Continuum of Care (CoC) Grant Inventory Worksheet (GIW) report is used annually to record all grants within a CoC’s geographic area that are eligible for renewal funding for an upcoming CoC Program Competition. The GIW calculates an Annual Renewal Amount (ARA) for each project, which is the sum of each project’s renewable budget line items (BLIs) (e.g., rental assistance, leasing, supportive services), and identifies the maximum renewal amount a renewal project applicant may apply for during the CoC Program Competition. The GIW report also calculates the CoC’s Estimated Annual Renewal Demand (ARD), which is the sum of all ARAs within the CoC.

    On March 31, 2026, HUD announced $349,205,436 in FY 2025 CoC Program renewal funding for 622 projects that expired in the first calendar quarter of 2026, in accordance with the Consolidated Appropriations Act, 2026 (Public Law 119-75 signed 02/03/2026). These funds promote a community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities, and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness; promote access to and effective utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among those experiencing homelessness.

These funds promote a community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities, and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness; promote access to and effective utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among those experiencing homelessness.

  • HUD announced $3.6 billion in funding through a competitive process to distribute Fiscal Year 2024 appropriated funds to CoC grant recipients, including approximately $193 million in funding for Youth Homelessness Demonstration Program (YHDP) renewal and replacement projects, and $62 million in funding for projects that provide housing and services to people fleeing domestic violence, dating violence, sexual assault, or stalking.

    The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

    The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population served by YHDP is youth experiencing homelessness, including unaccompanied and pregnant or parenting youth.
