Continuum of Care Program Competition
Overview
The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). Documents related to each process are listed below and additional Competition related materials are posted once the process opens and as documents become available. The FY Competition ends when the final funding announcement is released by HUD.

FY 2026 CoC Program Competition
The U.S. Department of Housing and Urban Development (HUD) has published the FY 2026 Continuum of Care Competition and Youth Homeless Demonstration Program grants NOFO, authorizing homeless services organizations to apply for more than $4 billion in competitive funding to provide supportive services and housing programs for people experiencing homelessness.

CoC Program Registration
The SNAPS Office has updated the Continuum of Care (CoC) Program Registration Notice (CPD-22-02) and Unified Funding Agency (UFA) Notice (CPD 22-01), originally published on January 3, 2022. CoC Registration Notice CPD 26-03 supersedes Notice CPD-22-02 and UFA Notice CPD 26-04 supersedes Notice CPD-22-01.
The CoC Program Registration Notice provides Collaborative Applicants with the information necessary to register CoCs in preparation for each FY CoC Program Competition. As part of registration, Collaborative Applicants for CoCs that wish to be designated a UFA must apply during registration. The registration process described within these notices apply only to Collaborative Applicants who will register to submit the CoC Consolidated Application for CoC Program funds and HUD strongly encourages all Collaborative Applicants to read both notices in entirety.

The FY 2026 CoC Program Registration process opened on April 1, 2026, with a registration submission deadline on April 23rd, 2026.
GIWS
The Continuum of Care (CoC) Grant Inventory Worksheet (GIW) report is used annually to record all grants within a CoC’s geographic area that are eligible for renewal funding for an upcoming CoC Program Competition. The GIW calculates an Annual Renewal Amount (ARA) for each project, which is the sum of each project’s renewable budget line items (BLIs) (e.g., rental assistance, leasing, supportive services), and identifies the maximum renewal amount a renewal project applicant may apply for during the CoC Program Competition. The GIW report also calculates the CoC’s Estimated Annual Renewal Demand (ARD), which is the sum of all ARAs within the CoC.
Continuum of Care (CoC) Collaborative Applicants must review their Grant Inventory Worksheet (GIW) report when distributed by HUD and, if needed, submit requests for corrections to HUD using the GIW Change Form.

FY2024 CoC Program Competition and Funding Report
HUD announced $3.6 billion in funding through a competitive process to distribute Fiscal Year 2024 appropriated funds to CoC grant recipients, including approximately $193 million in funding for Youth Homelessness Demonstration Program (YHDP) renewal and replacement projects, and $62 million in funding for projects that provide housing and services to people fleeing domestic violence, dating violence, sexual assault, or stalking.
The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population served by YHDP is youth experiencing homelessness, including unaccompanied and pregnant or parenting youth.
