Continuum of Care Program
Overview
The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.

FY2024 CoC Program Competition and Funding Report - Updated March 26th for additional awards
HUD announced $3.6 billion in funding through a competitive process to distribute Fiscal Year 2024 appropriated funds to CoC grant recipients, including approximately $193 million in funding for Youth Homelessness Demonstration Program (YHDP) renewal and replacement projects, and $62 million in funding for projects that provide housing and services to people fleeing domestic violence, dating violence, sexual assault, or stalking.

The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population served by YHDP is youth experiencing homelessness, including unaccompanied and pregnant or parenting youth.

FY 2025 Continuum of Care Competition
Continuum of Care Program Notice of Funding Opportunity
On November 13, 2025, HUD announced the publication of the FY 2025 Continuum of Care Competition and YHDP Notice of Funding Opportunity (NOFO).
The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC's review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO). Documents related to each process are listed below and additional Competition related materials are posted once the process opens and as documents become available. The FY Competition ends when the final funding announcement is announced by HUD.

CoC Program Competition Registration
Each fiscal year, HUD requires each CoC's designated Collaborative Applicant to register in advance of applying for funding available under the CoC Program Competition. As stated in Notice CPD-22-02: Continuum of Care Program Registration, existing Collaborative Applicants are not required to complete the registration process unless they have changes to geographic codes, have merged, or intend to apply for Unified Funding Agency (UFA) and/or High Performing Community (HPC) designations.
For FY 2025 HUD moved the previous year's CoC Program Registration forward on behalf of each CoC designated Collaborative Applicant. Additionally, Collaborative Applicants that were designated by HUD as a UFA during the FY 2024 Registration process maintained their UFA designation for FY 2025.

FY2025 CoC Program Competition
On March 15, 2025, the President signed H.R. 1968 authorizing the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4) which makes approximately $3,524,000,000 of CoC Program funding available for FY 2025, authorizing homeless services organizations to apply for competitive funding to provide supportive services and housing programs for individuals and families experiencing homelessness.

FY2025 Continuum of Care (CoC) Builds Notice of Funding Opportunity (NOFO)
The Continuum of Care Builds (CoC Builds) Notice of Funding Opportunity (NOFO) targets efforts within CoC geographic areas to address and reduce the number of individuals experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation under the CoC Program.
CoC Builds Notice of Funding Opportunity - FR-6902-N-25A - Closed on September 12, 2025. This NOFO supersedes the NOFO published on May 16th and makes $75 million available in funding.
