Mission Statement

To deliver high quality financial management services to external and internal customers, to provide exceptional accountability for program funds, to resolve material weaknesses in the financial administration of the Section 8 housing assistance programs, and to facilitate the successful provision of decent, safe and sanitary housing to eligible program recipients through prudent and timely administration of funds.

Voucher Management System

  • System Overview

    The Voucher Management System (VMS) supports the information management needs of the Housing Choice Voucher (HCV) management functions performed by the Financial Management Center (FMC) and the Financial Management Division (FMD) of the Office of Public and Indian Housing and the Real Estate Management Center (PIH-REAC).

    This system's primary purpose is to provide a central system to monitor and manage the Public Housing Agency (PHAs) use of vouchers. The VMS collects PHA data that enables HUD to fund, obligate, and disburse funding in a timely manner, based on actual PHA use.

Budget and HUD Held Reserve (HHR) Request Submissions

  • Budget Submission Requirements

    The following documents are required for the Moderate Rehabilitation and Single Room Occupancy programs. Please submit one original and one copy. Please ensure documents are reviewed for accuracy and completeness prior to submission to your Financial Analyst at the Financial Management Center (FMC).

    • Form HUD-52673, Estimate of Total Required Annual Contributions, pages 1 & 2
    • Form HUD-52672, Supporting Data for Annual Contributions Estimates
    • Form HUD-52663, Requisition for Partial Payment of Annual Contributions

    The certifications listed below are required with each original budget submission.

    • Form HUD-50070, Drug Free Workplace Certification
    • Form HUD-50071, Certification of Payments to Influence Federal Transactions
    • Form SF-LLL, Disclosure of Lobbying Activities (if applicable)
    • 100% of Official Time Certification: "No employee is serving in a variety of positions, which will exceed 100% of his/her official time".

    Helpful Tips

    1. Indicate if the amounts shown on the 52672 for Monthly Gross Rent/Payment are based on averages, since we compare these numbers to the Fair Market Rents for compliance with the basic range as stated in the Federal Register, Section 982.503.
    2. Be sure to provide an approved copy of the Budget to your accountant.
    3. To avoid delays in processing, please double check your submission package for completeness and accuracy prior to submission to the Financial Management Center.
  • HUD-Held Reserve Request Submission
    Non-MTW Public Housing Authorities interested in requesting HUD-held reserves must now submit their request for funds via a new process in DocuSign. All HUD-held reserve requests should be submitted by the PHA executive director or designee. Click the link to submit an HHR request to your HUD financial analyst.
