Fiscal Year 2023 Economic Development Initiative - Community Project Funding Grants

Overview: FY23 Community Project Funding (CPF)

The FY2023 Consolidated Appropriations Act allocated nearly $3 billion for 1,616 congressionally directed grants. HUD manages these through the Office of Community Planning and Development (CPD).

Core Grant Requirements

Grantees must adhere to specific federal mandates to remain eligible for funding:

  • Administrative Standards: All grants must follow 2 CFR Part 200 (Uniform Guidance) for audits, cost principles, and administrative requirements.
  • Environmental Compliance: Projects are subject to NEPA and HUD regulations (24 CFR Part 50/58). You must complete an environmental review before obligating funds.
  • BABA Update: HUD has determined that Build America, Buy America (BABA) provisions do not apply to FY2023 EDI-CPF grants.
