HUD Great Lakes Regional Administrator Stroebel Tours Opportunity Zones in Indiana

Building upon HUD Secretary Turner’s promise to leverage Opportunity Zones to transform communities

INDIANAPOLIS, Ind. - U.S. Department of Housing and Urban Development (HUD) Great Lakes Regional Administrator Duey Stroebel toured Opportunity Zones and model Opportunity Zone (OZ) projects in Indiana. The tour featured the Indianapolis Eastside Opportunity Zone and the Valley House Flats in Brookville, highlighting firsthand how Opportunity Zones successfully transform and revitalize local communities. Valley House Flats is an award-winning project and one of the first OZ investments in Indiana under the original Opportunity Zone initiative.

The tour is part of an ongoing effort to convene the private sector – including investors and developers – and facilitate discussions about Opportunity Zones across the state as part of HUD’s strategic investment in Indiana’s future. Regional Administrator Stroebel plans to host an OZ 2.0 Launch Event on September 30th for OZ partners across the Great Lakes Region to explore opportunities for collaboration.

HUD Secretary Scott Turner said Opportunity Zones have “lifted more than one million Americans out of poverty, attracted more than $89 billion in investment, increased housing supply by more than 300,000 new residential addresses, and created more than half a million jobs.” Secretary Turner continues to champion the importance and impact of Opportunity Zones, calling the initiative “…a great platform and a great vehicle for us to build affordable housing and new operating businesses which will be a blessing to our country.”

“Opportunity Zones are an incredible change agent brought forth by Secretary Turner and the Trump Administration,” said Regional Administrator Stroebel. “Thanks to the permanency of OZ 2.0 we can continue to build on the momentum of this initiative, promoting significant investment in overlooked areas across Indiana and our nation.”

Opportunity Zones, originally designated under the Tax Cuts and Jobs Act of 2017, are strategically located to support growth in sectors such as affordable housing and mixed-use development. HUD, under the leadership of Secretary Turner, is now gearing up to usher in the Opportunity Zones 2.0 initiative authorized under the One Big Beautiful Bill Act signed into law by President Trump on July 4, 2025.
