How and Where to File A Manufactured Home Dispute Resolution Complaint
NOTE TO HOMEOWNERS
- If a problem arises with your manufactured home, the first contact should be your retailer. Most problems can be eliminated quickly.
- If the retailer cannot help, the second contact should be the manufacturer. Manufacturers, for the most part, are quick to respond to problems.
- It is important to put a report of a defect in writing so that there will be proof of date of delivery. Also, make a copy to keep with your records.
- After reporting an alleged defect, allow a reasonable amount of time for a satisfactory resolution before initiating a dispute through the Dispute Resolution Program.
Eligibility Requirements
- The retailer, manufacturer, installer, HUD, or State Administrative Agency was notified of the alleged defect(s) within one year after the date the home was first installed.
- The home was not reinstalled.
How To Initiate a Dispute
To submit a dispute (after determining your eligibility), complete form HUD-311-DR and email it to your state dispute resolution program contact. The following information must be provided:
- Homeowner Name, Address, and Contact Information
- Manufacturer, Retailer, and Installer Names and Contact Information, to the extent available
- Date the report of the alleged defect was made
- Name and Contact Information of the recipient(s) of the report of the alleged defect
- Date of installation of the manufactured home affected by the alleged defect
- Description of the alleged defect
- Photos, if available (optional)

If your state does not have its own dispute resolution program, HUD's Office of Manufactured Housing Programs administers the dispute resolution.
