Self-Help Homeownership Opportunity Program

Overview

The Self-Help Homeownership Opportunity Program (SHOP) authorizes HUD to make competitive grants to national and regional nonprofit organizations and consortia that have experience in providing or facilitating self-help housing opportunities. Grants are to be used by grantees and their affiliates for eligible expenses in connection with developing non-luxury housing for low-income families and persons who otherwise would be unable to purchase a home.

Eligible expenses for grants are limited to:

  • Land acquisition (including financing and closing costs)
  • Infrastructure improvements (installing, extending, constructing, rehabilitating, or otherwise improving utilities and other infrastructure)
  • Administrative costs (up to 10 percent of the grant amount)

Homebuyers must contribute a significant amount of sweat equity toward the construction of their homes.

SHOP also requires community participation through volunteers who assist the homebuyers in the construction of the homes. Assisted units must be decent, safe, and sanitary non-luxury dwellings that comply with local building and safety codes and standards. These units must be sold to eligible low-income homebuyers at prices below the prevailing market price.

SHOP is authorized under Section 11 of the Housing Opportunity Program Extension Act of 1996 and is subject to other federal crosscutting requirements. There are no program-specific regulations for SHOP.

Applicant Eligibility:
  • National and regional nonprofit organizations and consortia with demonstrated experience in providing or facilitating self-help homeownership opportunities, including significant homebuyer sweat equity and volunteer labor, may apply.
  • Applicants must have completed at least 30 units of self-help homeownership housing within the last 36 months in an area consisting of at least two states.

No awards were made under the previously published FY2024 SHOP NOFO. The $12 million made available through the FY2024 Consolidated Appropriations Act (Public Law 118-42), together with the $12 million made available through the FY2025 Consolidated Appropriations Act (Public Law 119-4), were made available for competition under the FY2024/FY2025 SHOP NOFO.
