NWONAP Environmental Review
Virtual Training

This training provides Indian tribes, including Native Alaskan villages, and tribally designated housing entities (TDHEs) with specific instructions and guidelines for carrying out the environmental review process according to 24 CFR Part 58: Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities. Environmental reviews are required for all HUD-assisted projects or activities and must be completed prior to construction or commitment of any HUD funds.

Contract Administration & Procurement

AAHA is hosting a three (3) day Contract Administration and Procurement Training. This training will provide information and guidance under the Native American Housing and Self Determination Act (NAHASDA), for housing authority staff and tribal members to understand and meet the program requirements for procurement and contract administration. The course will cover basic procurement requirements, 2 CFR Part 200, procurement standards and methods, competition, cost and price analysis, bonding requirements, regulatory documents, actions requiring HUD approval, roles and responsibilities, ethics, procurement policy, best practices and more.

This training will provide attendees with the skills necessary to successfully implement the Build America, Buy America program. This training will also build attendees' capacity on how BABA will impact the tribal housing construction process and how to stay in compliance with new requirements.

Board of Commissioners

AAHA will host a two (2) day Board of Commissioners training that will cover: What governing bodies and leaders need to know about the funding structure and the Indian Housing Block Grant; What does it mean to designate a TDHE to administer the Tribe’s block grant; Fiduciary responsibilities of the tribal governing body or Board of Commissioners; Conflicts of interest; The financial responsibilities that housing authorities and tribes have to meet; Admission, procurement, and management policies; Federal laws prohibiting housing discrimination; What happens when HUD monitors your program; Day to day operations – how to make decisions, address complex issues; The relationship between the governing body and the Executive Director/CEO/Tribal Department Head; Developing Housing – Challenges and new ideas; Common problems facing Housing Programs; Responding to constituents; Current Legal issues, including opportunities such as “Lands into Trust”.

Basic Financial Management and Audit Prep
In-person Training (Tulsa, OK)
This training will provide participants with an orientation to basic standards of accounting, GAAP, and the implementation of a strong financial management systems to comply with the general provisions of 2 CFR Part 200.302 Financial Management. Compliance with the NAHASDA statutes and regulations will also be discussed. This training will break down each component of §200.302(b) to provide participants with the basic knowledge to properly administer NAHASDA and the IHBG program. Participants will also be provided resources and tools that HUD/ONAP program recipients can utilize to prepare for, and be “audit ready" for their annual audit of their Financial Statements and Single Audit.

AAHA will host a three (3) day training in Basic Financial Management & Audit Preparation for Small Tribes. Highlighting best practices to ensure that management and accounting of NAHASDA funds are being observed and practiced in compliance with the regulations. Participants will be given resources and tools that the HUD/ONAP program recipients (Tribes and TDHEs) can employ to prepare and be “audit ready” for their annual audit of their Financial Statements and Single Audit. The training will include a review of applicable sections of the 2 CFR Part 200 Uniform Guidance on audit requirements, review of internal controls, expenditure compliance, financial record keeping, the latest OMB Compliance Supplement for the NAHASDA program, and Year-end closing processes.

Indian Housing Plan/Annual Performance Report (IHP/APR)

AAHA is hosting a two (2) day training on the Indian Housing Plan (IHP)/Annual Performance Report (APR). The IHP/APR are the most critical submissions required by the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA). This training will provide participants with a comprehensive understanding of the IHP and APR requirements, the process for developing the local IHP, tracking activities for the APR, step-by-step process for completing the report template and current reference materials related to the IHP and APR. The training also incorporates discussion and case studies to facilitate networking and to assist participants in being prepared to complete their IHP and APR.

Environmental Records Report (ERR)

AAHA is hosting a 3-day Environmental Records workshop to provide HUD recipients with the necessary skills to ensure full compliance with the requirements of 24 CFR Part 58. Participants will become familiar with: requirements of responsible entities; achieving compliance with NEPA and related laws, executive orders, and regulations; preparing environmental review records; making environmental review determinations, identifying environmental impact; the consultation process, public notices and comment periods; and processing the request for release of funds. Please have a copy of an IHP (current or past) available to use for practice purposes.
