August 25-27 | NAHASDA Essentials This 3-day training will provide attendees with a comprehensive introduction to NAHASDA. Participants will become familiar with all program activities, including rental housing, homebuyer programs, rehabilitation, and housing and crime prevention services. Other major topics covered include the IHBG formula, eligible program participants, income verifications, other federal requirements, financial management and program administration. The trainers will walk through best practices, and the processes and procedures of developing and implementing a Strategic Housing Plan. The training will use case studies and exercises to walk participants through the creation of a strategic plan from partnership building and stakeholder involvement and outreach, to the variety of community assessment tools and elements critical to a successful and flexible plan. Management, review and revision of policies will be discussed, and a thorough review of a sample policy developed for Alaska Tribes and TDHEs will be included. Some of the policy topics include: Applicable Alaska Law, Application Process, Eligibility and Ineligibility, Waiting Lists, Verification, Maintenance and Inspections, Hoarding, Collections, and Termination. November 4-6 | Basic Financial Management & Audit Preparation AAHA will host a three (3) day training in Basic Financial Management & Audit Preparation for Small Tribes. Highlighting best practices to ensure that management and accounting of NAHASDA funds are being observed and practiced in compliance with the regulations. Participants will be given resources and tools that the HUD/ONAP program recipients (Tribes and TDHEs) can employ to prepare and be “audit ready” for their annual audit of their Financial Statements and Single Audit. The training will include a review of applicable sections of the 2 CFR Part 200 Uniform Guidance on audit requirements, review of internal controls, expenditure compliance, financial record keeping, the latest OMB Compliance Supplement for the NAHASDA program, and Year-end closing processes. The IHP/APR are the most critical submissions required by the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA). This training will provide participants with a comprehensive understanding of the IHP and APR requirements, the process for developing the local IHP, tracking activities for the APR, step-by-step process for completing the report template and current reference materials related to the IHP and APR. December 9-11 | Environmental Records Report (ERR) AAHA is hosting a 3-day Environmental Records workshop to provide HUD recipients with the necessary skills to ensure full compliance with the requirements of 24 CFR Part 58. Participants will become familiar with: requirements of responsible entities; achieving compliance with NEPA and related laws, executive orders, and regulations; preparing environmental review records; making environmental review determinations, identifying environmental impact; the consultation process, public notices and comment periods; and processing the request for release of funds.
