Training: EWONAP Basic Financial Management

Description: This 2-day training will provide an orientation to basic standards of accounting and GAAP and implementation of strong financial management systems to comply with the general provisions of 2 CFR Part 200.302 Financial Management, as well as compliance with the NAHASDA statutes and regulations. The training will discuss each component of §200.302(b) to provide participants with the basic knowledge to properly administer NAHASDA and the IHBG program.

This training is intended to be an introduction to participants who have a basic knowledge of accounting and are new to the financial administration of the NAHASDA grant, and for those who need a refresher on best practices for a sound financial management system.

Description:The Uniform Guidance establishes the administrative and financial management requirements for all Federal grants in accordance with 2 CFR 200. The Uniform Guidance requirements encompass management standards, procurement, reporting, record keeping, allowable costs, audits and much more. In addition to the Uniform Guidance, specific program requirements are established by statute or regulation which supersedes the Uniform Guidance. This three (3) day training will provide participants with a comprehensive overview of the administrative and financial management requirements for the Indian Housing Block Grant (IHBG) pursuant to the Native American Housing Assistance and Self Determination Act (NAHASDA) including the Uniform Guidance. The training will emphasize practical applications of the Uniform Guidance to the NAHASDA program requirements.

Description: This 2-day training is designed to strengthen governance and oversight for Tribally Designated Housing Entities (TDHEs) under NAHASDA by providing guidance to Tribal Housing Board members with the knowledge and skills needed to effectively fulfill their oversight responsibilities. The training covers the history of Indian housing, key requirements of the Indian Housing Block Grant (IHBG) program, NAHASDA program and funding requirements, board governance, fiscal management, and program compliance. Participants will gain an understanding of community development strategies, including IHBG, ICDBG, and Section 184 programs, with a focus on ensuring fiscal integrity, developing Indian Housing Plans, and promoting homeownership and economic opportunity in Native communities.

Description: AAHA is hosting a 3-day in-person Environmental Records workshop to provide HUD recipients with the necessary skills to ensure full compliance with the requirements of 24 CFR Part 58. Participants will become familiar with: requirements of responsible entities; achieving compliance with NEPA and related laws, executive orders, and regulations; preparing environmental review records; making environmental review determinations, identifying environmental impact; the consultation process, public notices and comment periods; and processing the request for release of funds. Please have a copy of an IHP (current or past) available to use for practice purposes.

Description: This training provides Indian tribes, including Native Alaskan villages, and tribally designated housing entities (TDHEs) with specific instructions and guidelines for carrying out the environmental review process according to 24 CFR Part 58: Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities. Environmental reviews are required for all HUD-assisted projects or activities and must be completed prior to construction or commitment of any HUD funds.

Description: This 2-day training is designed to enhance the job performance of admissions and occupancy specialists and other tribal housing professionals who address admissions and occupancy issues. The training provides a comprehensive overview of the admissions and occupancy process, including application intake and selection, eligibility determination, income calculation, monthly rental and homeownership payments, occupancy standards, collections practices, compliance, and lease enforcement. In addition to technical instruction, participants will strengthen their communication skills for working effectively with residents. The course includes hands-on learning through case studies and role-playing exercises. Attendees are encouraged to bring copies of their organization’s admissions and occupancy policies to practice applying course concepts directly to real-world scenarios.

Description:Pathways Home: Train-the-Trainer will instruct participants on how to deliver a comprehensive homebuyer education program designed to help educate prospective Native homebuyers on how to become successful homeowners. The curriculum is specifically tailored for Native American communities.

Participants will learn the most effective methods to help potential homebuyers determine what is best for them, such as whether to build a new home or buy an existing one, or how to apply for a loan.

Other areas covered in this curriculum include: understanding the mortgage loan process, how to prepare a family budget, how to improve credit profiles, how to avoid the pitfalls of predatory lending, foreclosure prevention strategies, and how the family can maintain the home and their personal finances after the purchase.

The instructors specialize in homebuyer education and include culturally relevant teaching techniques in the classroom. Successful completion of this course and examination will result in a three-year instruction certification.
