Emergency Housing Vouchers

Overview

The Emergency Housing Voucher (EHV) program provides a significant opportunity for Public Housing Authorities (PHAs), Continuums of Care (CoCs), and Victim Service Providers (VSPs) to develop collaborative partnerships and strategies that effectively address the needs of vulnerable populations in their communities. Through EHV, HUD provided 70,000 housing choice vouchers to local PHAs in order to assist individuals and families who are homeless, at-risk of homelessness, fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or were recently homeless or have a high risk of housing instability.

What’s New in EHV

  • Limited Leasing Authority: Very few PHAs have remaining leasing authority for EHVs. It is the PHA’s responsibility to maintain compliance with the prohibition on reissuing turnover EHVs after 9/30/23 (See PIH Notice 2023-14). If you need a hand understanding your program data, please contact EHVresearch@hud.gov. PHAs that fail to comply with the prohibition on reissuing turnover EHVs after 9/30/23 will be required to repay any disallowed costs.
  • Updated EHV Dashboard: Several changes to the EHV Dashboard are now live, including a count of only active issuances that are 180 days old or less and a column showing whether the PHA is accepting EHV referrals. PHAs should verify their own data on the EHV Dashboard, including the column for whether the PHA is accepting referrals, and contact EHVResearch@hud.gov with any updates.

EHV Policy Notices

  • PIH 2023-31: Revocation and Reallocation of Emergency Housing Voucher Awards CY2024. Published October 13, 2023
    This notice explains HUD's process for a second revocation and reallocation of Emergency Housing Voucher (EHV) awards for Calendar Year 2024. As part of this process, the notice updates the award allocation formula found in section 4 of the Notice PIH 2021-15 in connection with the reallocation of these EHV awards.
  • PIH 2023-23: Expanded Use of the EHV Services Fees Published 8/29/2023
    This notice amends Section 6.d of the EHV operations notice, Notice PIH 2021-15, and adds new eligible activities that can be funded with the EHV Services Fee. The Notice also expands the descriptions of existing activities to provide communities with additional ways to facilitate successful leasing of EHVs.
  • PIH 2023-14: Emergency Housing Voucher (EHV): Guidance on Termination of Vouchers Upon Turnover After September 30, 2023 and EHV Shortfalls Due to Per-Unit Cost Increases or Overleasing Published June 29, 2023
    This notice provides guidance on the statutory restriction prohibiting the reissuance of turnover EHVs after September 30, 2023, as discussed in Section 13 of the Notice PIH 2021-15. The notice also provides new guidance for EHV shortfalls and amends section 7.b.4 of Notice PIH 2021-15 with respect to the requirements under which a PHA may receive an adjustment to the PHA's EHV renewal funding during a calendar year. On June 29, 2023, HUD published Notice PIH 2023-14. This notice details the statutory restriction prohibiting the reissuance of turnover EHVs after September 30, 2023, and also provides guidance in resolving EHV program funding shortfalls for either PUC increases or over leasing.

    This notice explains HUD’s process for reallocating Emergency Housing Voucher (EHV) awards that are voluntarily returned to HUD.     This notice updates the reporting guidance found in Notice PIH 2021-20 “Emergency Housing Vouchers – Household Reporting Requirements” and in Section 15 of Notice PIH 2021-15 “Emergency Housing Vouchers – Operating Requirements,” and sets forth the reporting requirements for Public Housing Authorities (PHAs) to report Emergency Housing Voucher (EHV) data into the Voucher Management System (VMS) and the Financial Data Schedule (FDS).
  • PIH 2021-20: EHV Household Reporting Requirements Published 6/30/2021
    This notice revises the reporting guidance in Notice PIH 2021-15, the Emergency Housing Vouchers – Operating Requirements Notice, and sets forth new requirements for Public Housing Agencies (PHAs) to report Emergency Housing Voucher (EHV) household data into HUD’s existing Information Management System/Public Housing Information Center (IMS/PIC) system.
