Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally designed strategies that use Federal dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families. MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds. PHAs in the MTW demonstration have pioneered a number of innovative policy interventions that have been proven to be successful at the local level, and subsequently rolled out to the rest of the country’s PHAs. Currently, there are 126 MTW PHAs nationwide.

MTW Flexibility for Smaller PHAs II Cohort Selection Notice Published

HUD has published the selection notice seeking applications for the fifth cohort of the MTW Expansion! The fifth cohort of the MTW Expansion, the MTW Flexibility for Smaller PHAs II Cohort, will test the overall effects of MTW flexibility on a PHA and the residents it serves, with a particular focus on administrative flexibilities. PHAs applying to this cohort must administer 1,000 of fewer aggregate public housing and/or HCV units. MTW Plan and application packages are due December 8, 2023.

MTW Regionalization Notice Published

April 7, 2023

HUD has published the MTW Regionalization Notice which allows MTW agencies to partner with non-MTW agencies to create a Regional MTW Agency. This new opportunity seeks to promote regional housing programs that utilize MTW administrative flexibilities to expand access to low-income housing and affordable housing options, and allows communities to work together to address local challenges (i.e., homelessness, increasing rents), to name but a few of the potential benefits of regionalization. The notice includes two options for agencies to form a Regional MTW Agency, either through a voluntary transfer or consolidation of public housing and/or Housing Choice Voucher programs, or through a management agreement between agencies. The notice also includes a 90-day comment period for the public to provide comments and feedback to HUD.

New MTW Housing Choice Voucher (HCV) Utilization Dashboard is Now Available

The MTW HCV Utilization Dashboard is a public-facing resource for end-users to access information about how MTW PHAs use their HCV funds. The dashboard is a snapshot of MTW PHAs’ reported housing assistance payments, annual HCV budget authority, HCV reserves, and the details of how MTW PHAs intend to use HCV reserves in their local communities. HUD Selects PHAs for the Asset Building Cohort!

September 27, 2022

HUD announced the agencies selected to receive MTW designation under the Asset Building Cohort of the MTW Expansion. This cohort will study Asset Building and will be comprised of 18 PHAs that are high performers with under 6,000 combined Housing Choice Vouchers and public housing units. These agencies will test asset building initiatives, which are defined, for purposes of this cohort, as activities that encourage the growth of savings accounts and/or aim to build credit for assisted households. PHAs selected under this cohort will have access to a “Community of Practice” to help develop ideas and best practices to further the goals of the Asset Building Initiatives.
