Eligibility Requirements for Appraiser Roster

Only appraisers who meet the eligibility criteria listed below may apply as new applicants to the FHA roster.

Effective October 1, 2009, FHA no longer accepts new applications from licensed-level appraisers per the Housing and Economic Recovery Act of 2008. ALL roster appraisers must be state certified and must appear on the ASC's National Registry in order to conduct appraisals for FHA insured mortgages.

To be eligible as a new applicant or to be eligible for reinstatement, you must:

  1. Be a state-certified appraiser with credentials based on the minimum certification criteria issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation, and
  2. Not be listed on GSA's Excluded Parties List System (SAM), the System for Award Management, Limited Denial of Participation (LDP) list, or HUD's Credit Alert Verification Reporting System (CAIVRS).

If you are a new applicant, you must apply online by uploading the application and your certification in PDF format. To begin the process, please be sure to read the application instructions in their entirety first.

FHA Appraiser Roster Application Instructions

Before you begin the process:

  1. Please read these instructions in their entirety, first, before taking action.
  2. Read the eligibility requirements.
  3. Applications must be submitted online.
  4. If you were previously on the roster at any time, you will not be able to apply again as a "new" applicant. Your application will be rejected. You may qualify for reinstatement.
  5. You must be able to fill-in and print the application form HUD-92563-A from FHA Connection (FHAC), sign it, scan it and save it in PDF format. If you do not have a scanner that creates PDF files, contact a copy center. PDF is the only acceptable file format.
  6. In addition to the application, you must also have your current paper state-issued certification scanned and saved in PDF format to upload in the required area of FHAC.
  7. Review your personal information listed on the Appraisal Subcommittee's National Registry:
    • Go to the Appraisal Subcommittee's (ASC) website, click "National Registry" in the menu bar and select "Standard query." Type in your name and state.
    • Ensure that the field labeled "AQB Compliant" indicates "Yes". If the field is blank or if the response is "unknown" or "No", you are not eligible for placement on the FHA Roster.

      FHA requires that your appraisal credentials meet or exceed the minimum criteria for a Certified General or Certified Residential appraiser issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation. You should contact your state appraiser regulatory agency to determine how to become state credentialed and therefore, AQB compliant.
    • Important: Note the number shown in the "Lic. Number" field and the certification "Type" so that you can make sure you enter the state-issued number into FHA Connection exactly as it appears in the National Registry. An inexact match will result in an error message and you will not be able to proceed further with the application. Enter exactly what the registry has even if it is different from what is on the paper credential.
    • After verifying your information is current and correct on the National Registry, you may need to wait one business day before beginning the FHA online application to permit data from the National Registry to be transferred to the roster in the FHA Connection. If your information needs to be corrected on the National Registry, you must ask your state appraisal regulatory agency to resend your information to the registry.
  8. Now you may begin your application in FHA Connection.

FHA Roster Appraiser Responsibilities

Once you have been listed on the roster, you may begin to conduct appraisals for FHA insured loans; but before you do, there are a few things you should know.

Appraisers listed on the FHA roster must have in-depth knowledge of and remain up to date on policies and procedures for conducting FHA appraisals. Here are a few things you can do to ensure that you comply with FHA requirements.

  • Review all policies and procedures in FHA's guidance and policy documents, which include handbooks, mortgagee letters, federal register notices and the Code of Federal Regulations. It is important to understand that policies and procedures in older handbooks are often updated and/or superseded by mortgagee letters or federal register notices. Be sure to always read the most recent guidance.
  • Attend a training session. Members of FHA's Homeownership Centers (HOCs) and field staff throughout the country conduct training sessions for appraisers on an ongoing basis. See our events and training section.
  • Keep your contact information updated. In addition to technical know-how, you have certain administrative responsibilities including keeping your personal and business information up to date via the FHA Connection (FHAC). If FHA wants to contact you, your current email address, mailing address and phone number are vital. Remember to review them regularly.
  • Sign up to get the latest information on policies, procedures and training events via email by subscribing to the FHA Homeownership Update email list.
  • Know where to go for help. Check the "Need Help?" section on the FHA appraiser roster web page. There are FAQs, a knowledge base, searches, keyword lists, etc.-all ways to get a quick answer to your questions. If you still want assistance, go to the Appraisers contacts web page.

Establish a User ID for Appraiser Roster

Before you can establish a User ID in FHA Connection to maintain your information, your name must be listed on the Roster with an active status BEFORE you apply for a user ID.

To apply for an FHA Connection user ID:

  • Go to the FHA Connection at: https://entp.hud.gov/clas/
  • In the Getting Started section, click Registering a New User.
  • In the FHA-approved Appraiser section, click Appraiser Registration.
  • Fill out the Appraiser Registration page and
  • Click send.
  • Write down your User ID and password and put them where you will find them in the future. You will need them to sign on to update your record. FHA Connection asks for your User Name at sign on---which is your User ID.

If your email address in your record is correct, you will receive an email within 48 hours informing you that a new ID was issued. You will also receive a letter in the mail within 7-10 business days, which will include the user ID and password. Put these in a safe place. You may not need to use them again until you renew and you may not recall them from memory.

If your email and mailing addresses have changed since you applied to the roster, you must ask FHA to update your record before establishing a User ID. Please send your correct information to answers@hud.gov and put "Updates" in the subject line. Briefly explain that you need your information corrected on your record so that you may establish a User ID.

Reset User ID Appraiser Roster

If you were issued a User ID and you do not remember your User ID, or if you keyed your email in error the same way twice during the application process, you must send an email to answers@hud.gov with "Request User ID Reset" in the subject line AND include your full name, phone number, address and business email address in the text.

You will be contacted by email within 3 business days of HUD's receipt of your email.

Do not be confused by the box that asks you to key in your "User Name" which actually is your User ID- it is the ID that the system issued to you when you registered and begins with an "M." If you did this, try again before resetting your ID by using your M+number as your User Name along with your given password.

Appraiser Roster Update Instructions

In addition to technical know-how, to maintain status on the FHA roster, you have certain administrative responsibilities including keeping your personal and business information up to date via the FHA Connection.

You must establish an FHA Connection (FHAC) user ID to administer your record on the roster. However, you must ensure that your name is on the roster with ACTIVE status, before requesting a user ID. If you were licensed before October 1, 2009 and want to upgrade your status to certified, you must re-establish a user ID.

To successfully process your request to update your information, your license number must exactly match the ASC National Registry. Please review the ASC information first, and wait at least a day after any corrections, to ensure FHA Connection has received all corrective changes.

To update your personal or business information once you have an FHAC user ID:

  • Go to the FHA Connection
  • Enter your FHAC "User ID" when asked for your "User Name" and then enter your password and click Sign on
  • Select ID Maintenance from the menu bar at the top of the page
  • Click Appraiser Roster
  • Change your information as needed and
  • Click Send

After updating, you will be allowed to attach the PDF version of your state-issued certification, if it is needed. The ability to upload a scanned copy only appears if you change the expiration date, or if you add a state certification that is not already listed. You do not need to upload a certificate if your information already matches the ASC.

Only new appraisers are able to attach the PDF version of a state-issued certification.

Appraiser Roster Renewal Instructions

Before you begin the process:

  1. Please read these instructions in their entirety, first, before taking action.
  2. Review your personal information listed on the Appraisal Subcommittee's National Registry:
    • Go to https://www.asc.gov, click "National Registry" in the menu bar and select "Find an Appraiser." Type in your name and state.
    • Ensure that the field labeled "AQB Compliant" indicates "Yes". If the field is blank or if the response is "unknown" or "No", you are not eligible for placement on the FHA Appraiser Roster. FHA requires that your appraisal credentials meet or exceed the minimum criteria for a Certified General or Certified Residential appraiser issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation. You should contact your state appraiser regulatory agency to determine how to become state certified and therefore, AQB compliant.
    • Make sure that the certification expiration date is accurate. If the certification renewal number and expiration date are updated, it is not necessary to submit a scanned copy of the certification.
    • If the expiration date is not accurate (current), this means the state has not reported the information to the ASC yet. The roster will not accept an update until your state provides verification of the current state-issued certification to ASC. For information on when the state will provide the updated information to ASC, please contact your state appraiser regulatory agency or check the state reporting listing on the ASC website.
    • Important: Note the number shown in the "Lic. Number" field and the certification "Type" so that you can enter the state-issued number into FHA Connection exactly as it appears in the National Registry. An inexact match will result in an error message and you will not be able to proceed further with the application. Enter exactly what the registry has even if it is different from what is on the paper credential.
    • After verifying your information is current and correct on the National Registry, you may need to wait one business day before beginning the FHA online renewal to permit the National Registry to convey data to the roster in the FHA Connection. If your information needs to be corrected on the National Registry, you must ask your state appraisal regulatory agency to resend your information to the registry.
  3. You must have your current FHA Connection user ID or you must establish one.
  4. You may verify that your automatic renewal is complete in the FHA Connection or begin the renewal process now.

Appraiser Roster Reinstatement Requirements

Your record can be placed in a terminated status under the following circumstances:

  • Your only state certification expired
  • A state issued a sanction and you cannot be reinstated until the sanction is lifted
  • A record was found in one of the sanctions lists and you must have the record cleared by the sanctioning party or
  • HUD imposed a disciplinary action as a result of a review.

If you were once on the roster but your record is no longer found on the appraiser roster, you have a terminated status. To be reinstated, you must meet the minimum eligibility requirements.

Licensed appraisers who are not certified and allowed their license to expire are treated as new applicants and therefore are not eligible for placement on the roster. For placement on the roster, email a PDF copy of your state issued certification to answers@hud.gov and type "Request for Reinstatement " in the subject line. The request may take up to three weeks to process.

If you were terminated because your state issued certification expired and you meet the eligibility requirements, email a PDF copy of your state issued certification to answers@hud.gov and type "Request for Reinstatement" in the subject line. The request may take up to three weeks to process.

If you were terminated because you were sanctioned in one state, you may not perform FHA appraisals in any other state until the sanction is lifted.
