Resources and Tools
PBV RADvisor Quarterly Newsletter
The PBV RADvisor is a quarterly newsletter that will support implementation of the Rental Assistance Demonstration (RAD) Project Based Voucher (PBV) program. The newsletter will advertise RAD-PBV resources, provide updates on new policies, and send reminders to RAD-PBV program administrators of their ongoing program responsibilities. We encourage all RAD-PBV program administrators, or anyone with an interest in the RAD PBV program, to sign up.
Quick Reference Guide
This Guide identifies where RAD requirements differ from those of the traditional PBV program and offers a reader-friendly compilation of RAD and PBV materials, which PHAs are advised to read in order to have a thorough understanding of the requirements specific to conversions of public housing funding to PBV assistance.
Post-Closing How-To Training Videos
This video series explains and discusses common issues and activities that occur post-repositioning. Each video will help PHAs understand their asset management and reporting responsibilities in the project-based voucher (PBV) program following repositioning actions leading to PBVs.
RAD PBV Monitoring Checklist
This checklist helps identify and correct common problems in RAD PBV program administration. This is not intended to cover all PBV program requirements or other HUD requirements that the project might be subject to. The monitoring checklist is designed to be completed at the individual RAD PBV project-level, and should only be applied after the project is in regular operation (i.e. All RAD-related project improvements and tenant relocation activities have been completed).
RAD Choice-Mobility Guidebook
This Guidebook covers Choice-Mobility in the context of both PBV and PBRA RAD conversions – highlighting the differences when they arise and providing best practices. Choice-Mobility affords eligible residents the right to request and obtain a tenant-based voucher after an initial period of occupancy and move to a rental unit in the private market. RAD Choice-Mobility requirements are modeled on existing requirements in the PBV program.
