Our mission is to create innovative solutions to improve the execution of the Housing Choice Voucher programs for PHAs, program administration partners, and stakeholders to better the lives of families receiving rental assistance.

What We Do
Technical Support.PSD executes tools that work in the real world of housing voucher administration. We create practical solutions like automated systems and funding forecast models, break down complex policies into clear animated videos, and provide direct support when HCV program administrators need help solving problems. This includes:
- Develops and maintains a suite of HCV Utilization Tools that help PHAs fully utilize program funds and avoid shortfalls (i.e., the Two-Year Tool, Payment Standard Tool, etc.).
- Coordinates RAD-PBV Program Administration; including the maintenance of the RAD-PBV Program website, development of program guidance, and approval of and approval of post-closing RAD PBV Program requests.
- Creates and maintains the following informational video series to train program administrators, tenants, and landlords to help with the understanding and execution of the HCV Program.
- Provides one-on-one program assistance, answering questions posed through the following support mailboxes (HCVUtilization@hud.gov, HCVLandlordSupport@hud.gov, and RAD.PBV.Request@hud.gov)
- Creation and administration of the DocuSign processes used when applying for HCV program funds, funds certifications, or program surveys.
Data Management. PSD transforms complex housing program data into clear insights and actionable metrics. We build dynamic visualizations and reporting tools that help HUD staff track performance, spot trends, and make data-driven decisions. Our work ensures housing authorities can meet federal requirements while giving HUD leaders the insights they need to strengthen the voucher program. This includes:
- Develops custom comprehensive HCV data dashboards to provide timely data and transparency to program stakeholders and decision makers. PSD develops these dashboards Ad-hoc at the request of leadership and provides training videos, manuals, and webinars to communicate to staff, the public, and PHAs how they are used.
- Maintains data files and resources necessary to issue program payments to PHAs.
- Supports the Voucher Management System (VMS), which is HUD's central database that tracks all Housing Choice Voucher program data, including funding and unit leasing for housing authorities across the country. PSD also leads the change management to support PHAs in the transition to its successor, eVMS.
- Organizes and provides GIS Data in HCV Mapping Resources. Develops in-house custom maps to spatially display HCV data.
- Produces and improves instructions and procedures for data collection and management.
- Development, production, and execution of survey collections with accompanying data analysis of results.
Simplify Program Administration. PSD coordinates the development and publication of communication materials which make it easier for Americans to get HCV assistance, and communities to administer HCV assistance. These include:
- Support the promotion and development of policies, procedures, and identification of best practices to reduce program administration burden.
- Develops and maintains HCV program HUD.gov webpages, including:
- HCV program website (www.hud.gov/hcv)
- HCV Tenant Resources
- HCV Landlord Resources
- Coordinates internally and publishes several newsletters; including the HCV Newsletter (HCV Connect), the HCV Landlord Newsletter, and the PBV RADVISOR Newsletter.
- Keeps up to date a centralized location for all of HCVs webinars, including the HCV Monthly Updates webinar series. PSD hosts this monthly webinar to highlight any new happenings in the program and makes available staff for Q&A.
