Tenant Rental Assistance Certification System (TRACS)

TRACS is a HUD computer system developed to improve program management and financial control over the Office of Multifamily Housing Programs’ (MFH) rental assistance programs by updating manual procedures to include automated processes and controls.

All tenant certification submissions and voucher payment requests from private sector owners and HUD’s contract administrators undergo rigorous edits to ensure accuracy and compliance with tenant eligibility and subsidy payment procedures in HUD Handbook 4350.3: Occupancy Requirements of Subsidized Multifamily Housing Programs.

The rental assistance programs within TRACS' scope include:

TRACS Release 203A Draft Monthly Activity Transmission (MAT) Guide

The primary purpose of these first-draft MAT Guide procedural documents is to sketch out rough ideas in writing for stakeholders to review and comment on. Policies and procedures play a distinct role within Multifamily Housing Programs (MFH) governance framework for its rental assistance programs.

The MAT Guide will reference HUD Occupancy Handbook 4350.3 and subsequent occupancy notices where relevant. 

HOTMA Supplemental Notices H 2023–10 and PIH 2023–27 were issued on September 29, 2023.

The purpose of this notice is to provide guidance to Public Housing Agencies (PHAs) and Multifamily Housing (MFH) Owners on the implementation of the many program changes brought about by the Housing Opportunity Through Modernization Act of 2016 (HOTMA) sections 102 and 104 and detailed in the final rule published in Federal Register Notice 88 FR 9600 on February 14, 2023. Although the final rule addresses sections 102, 103, and 104, this notice only addresses guidance for sections 102 and 104.

The draft TRACS MAT Guide and associated references will be updated to reflect guidance clarifications published in the HOTMA Supplemental Notice.
