Fort Dodge, Iowa property owner receives millions in federal funding to modernize and make ‘green’ its local affordable housing using HUD’s Green and Resilient Retrofit Program

On Thursday, December 21, U.S. Department of Housing and Urban Development (HUD) Great Plains Regional Administrator, Ulysses M. Clayborn, presented a $7.5 million Green and Resilient Retrofit Program (GRRP) Leading Edge grant award to Matthew Segerdal of HW Development. The award will be used for upgrades to the Westridge Townhomes in Fort Dodge, Iowa owned by HW. Property upgrades include new HVAC systems, lighting, roofing, insulation, windows, adding a community room, playgrounds, and solar panels.

“The whole purpose of this federal program is to improve them to make them more climate resilient, more energy efficient,” said HUD Great Plains Regional Administrator Ulysses Clayborn. GRRP made $800 million in federal grants and up to $4.5 billion in loan guarantees available to eligible owners of federally assisted properties through the Biden-Harris administration’s Inflation Reduction Act, signed into law in 2022.

The townhomes were built in 1970 and need renovations to be brought up to more resilient standards and what the community wants them to be.

“We’re just so grateful that the [HUD] funding was made available and that we were able to be competitive and to get this award, because it really will be transformative to this property,” Segerdal said.

The entire project is expected to cost $25 million with work to begin in the fall of 2024 and an estimated 15-18 months for completion.

Westridge Townhomes was one of 16 projects awarded GRRP Leading Edge funding and is the only one in HUD Great Plains covering Iowa, Kansas, Missouri, and Nebraska - at this time.
