Jennifer Riley Collins Joins HUD as Regional Administrator for Region 4

The U.S. Department of Housing and Urban Development announced the appointment of Jennifer Riley Collins to serve as Regional Administrator for the Southeast serving Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, Puerto Rico, South Carolina, Tennessee, and the U.S. Virgin Islands.

As Regional Administrator, Ms. Riley Collins will serve as HUD's liaison to mayors, city managers, elected representatives, state and local officials, congressional delegations, stakeholders, and customers. In addition, she will be responsible for overseeing the delivery of HUD programs and services to communities and evaluating their efficiency and effectiveness.

With her arrival, Region IV is ideally positioned to deliver on the agency’s goals and Secretary Fudge’s vision. Ms. Riley Collins brings a tremendous wealth of experience, knowledge, and enthusiasm as a community leader, and is honored to have the opportunity to work with HUD and the Biden/Harris Administration. She believes that a home is the necessary foundation for equitable access to the promise of America, and ensures underserved communities are sustained and resilient.

A native of Meridian, Mississippi, Ms. Riley Collins comes to HUD from the Delta Regional Authority (DRA) where she served as the Chief Administrative Officer and Senior Advisor to the Federal Co-Chair. In this role she oversaw all fiscal and operational matters, ensured compliance with laws and regulations as well as the integration of White House initiatives with DRA programs.

Ms. Riley Collins is a member of several organizations including the Mississippi Bar Association, the Magnolia Bar Association, Mississippi Women Lawyers Association, the National Bar Association, the Federation of Democratic Women, to name a few. Additionally, she is an active member of Alpha Kappa Alpha Sorority and has served as the Beta Delta Omega Chapter of AKA Connections and Social Action Committee Co-Chair.

Ms. Riley Collins is a graduate of Alcorn State University (BA degree), Central Texas College (Masters) and MS College School of Law (JD).
