MEMORANDUM FOR:  ALL TITLE I LENDING INSTITUTIONS

SUBJECT:  New Title I Regulations Handbook
 
      The Department is publishing a new Regulations Handbook designed to
provide Title I lenders and HUD staff with a readable and easily updated
compilation of the program regulations.  This new Handbook (HUD Handbook
 1060.2  REV-4) contains the entire text of the regulations as published in
the Code of Federal Regulations, with all amendments and corrections to
date.  Also included is a detailed subject index to assist the reader in
quickly locating the section number and page where a particular topic is
discussed.
 
      Single copies of the Regulations Handbook will be mailed to all
Title I lenders and others on our mailing list.  Those lenders with branch
offices approved by HUD and listed in our records will receive a bulk
shipment of Handbooks equal to the number of branch offices; this bulk
shipment will be sent to your home office for your distribution.
Additional copies can be obtained by contacting the appropriate Title I
Regional Service Center listed below.

       As the Title I regulations are revised in the future, this same
distribution system will be used to make available replacement pages for
the Handbook.  This is the first of three Handbooks we expect to issue this
year; the others will be separate operating handbooks for the property
improvement and manufactured home loan programs.
