SEC-931 -- SECTION 8 CERTIFICATES AND VOUCHERS. 

 
 The budget authority available under section 5(c) of the United States
Housing Act of 1937 (42 U.S.C. 1437c(c)) for assistance under the
certificate and voucher programs under sections 8 (b) and (o) of such
Act is authorized to be increased in any fiscal year in which a major
disaster is declared by the President under the Robert T. Stafford
Disaster Relief and Emergency Assistance Act in such amounts as may be
necessary to provide assistance under such programs for individuals and
families whose housing has been damaged or destroyed as a result of such
disaster, except that in implementing this section, the Secretary shall
evaluate the natural hazards to which any permanent replacement housing
is exposed and shall take appropriate action to mitigate such hazards.
