SEC-905 -- HOUSING AFFORDABILITY STRATEGY REQUIREMENT. 

 
 Section 104(c) of the Housing and Community Development Act of 1974 (42
U.S.C. 5304(c)) is amended to read as follows:
 
 "(c) A grant may be made under section 106(b) only if the unit of
general local government certifies that it is following-
 
 "(1) a current housing affordability strategy which has been approved
by the Secretary in accordance with section 105 of the Cranston-Gonzalez
National Affordable Housing Act, or
 
 "(2) a housing assistance plan which was approved by the Secretary
during the 180-day period beginning on the date of enactment of the
Cranston-Gonzalez National Affordable Housing Act, or during such longer
period as may be prescribed by the Secretary in any case for good
cause.".
