SEC-902 -- TARGETING COMMUNITY DEVELOPMENT BLOCK GRANT ASSISTANCE. 

 
 (a) Primary Objective.-The second sentence of section 101(c) of the
Housing and Community Development Act of 1974 (42 U.S.C. 5301(c)) is
amended by striking "60 percent" and inserting "70 percent".
 
 (b) Certification Regarding Activities.-Section 104(b)(3) of the
Housing and Community Development Act of 1974 (42 U.S.C. 5304(b)(3)) is
amended by striking "60 percent" and inserting "70 percent".
