SEC-841 -- EFFECTIVE DATE. 

 
 If the Stewart B. McKinney Homeless Assistance Amendments Act of 1990
is enacted before the enactment of this Act, the provisions of this
subtitle and the amendments made by this subtitle shall not take effect.
Subtitle D-Housing Opportunities for Persons With AIDS
