SEC-578 -- FLEXIBLE SUBSIDY PROGRAM. 

 
(a) Extension.-Section 236(f)(3) of the National Housing Act is amended
by striking "September 30, 1991" and inserting "September 30, 1992".

(b) Authorization.-Section 201(j) of the Housing and Community
Development Amendments of 1978 (12 U.S.C. 1715z-1a(j)) is amended by
adding at the end the following paragraph:
"(5) There are authorized to be appropriated for assistance under the
flexible subsidy fund not to exceed $50,000,000 for fiscal year 1991 and
$52,200,000 for fiscal year 1992.".

(c) Limitation.-Section 201(j)(1) of the Housing and Community
Development Amendments of 1978 is amended by inserting before the period
at the end the following: "and shall not (except as provided in Public
Law 100-4-4 (102 Stat. 1018), as in effect on October 1, 1988) be
available for any other purpose".
