SEC-548 -- SECTION 8 ASSISTANCE FOR PHA-OWNED UNITS. 

 
 (a) Definition of Owner.-Section 8(f)(1) of the United States Housing
Act of 1937 (42 U.S.C. 1437f(f)(1)) is amended by striking "newly
constructed or substantially rehabilitated dwelling units as described
in this section" and inserting "dwelling units".
 
 (b) Program Requirements.-Section 8(a) of the United States Housing Act
of 1937 (42 U.S.C. 1437f(a)) is amended by adding at the end the
following: "A public housing agency may contract to make assistance
payments to itself (or any agency or instrumentality thereof) as the
owner of dwelling units if such agency is subject to the same program
requirements as are applied to other owners. In such cases, the
Secretary may establish initial rents within applicable limits.".
