SEC-206 -- NOTICE.


 The Secretary shall issue regulations to implement the provisions of
this title after notice and an opportunity for comment pursuant to
section 553 of title 5, United States Code. Such regulations shall
become effective not later than 180 days after the date of enactment of
this Act.
