DEFINITIONS
1. DIRECTIVE NUMBER. This refers to the numerical, or
alphanumerical, designation assigned to a specific directive.
Handbooks have three- or four-digit numbers followed by a decimal
sequential number of up to two digits. Examples illustrating the
basic classification numbering system are given below.
(a) "REV" or "R' denotes a completely revised version of the
handbook. If a number is shown with the symbol, it
indicates how many times a handbook has been revised (e.g.,
2140.05 R04 - the fourth revision of Handbook 2140.05). In
some cases, there is a letter attached to the base number to
indicate the number of revisions that have been issued
(e.g., 0307.01B - the second revision of Handbook 0307.01).
This type of numbering has been discontinued.
(b) "CHG" or "C" denotes that changed pages have been issued for
a handbook. If a number is shown with the symbol, it
indicates how many times changes have been issued to the
handbook (e.g., 1170.01 R03 C002 - second change to the
third revision of Handbook 1170.01).
(c) "T" and a number denotes the number of transmittals that
have been issued in connection with a particular handbook
(e.g., 7440.01 C004 T005 - the fifth transmittal issued and
advises the reader that the base handbook and four changes
have been issued). This type of numbering has been
discontinued.
(d) Organizational initials (see paragraph 3-3G(2) of Handbook
000.02 REV-1, "HUD Directives System") are used to identify
originating organizations or target program areas having
primary responsibility for the subject/program involved.
2. ISSUE DATE. This is the date the directive was approved for
printing and distribution by the Primary Organization Head.
3. SUBJECT. This is the title of the directive. In the case of a
particularly long title, it may be abbreviated.
4. TYPE CODE. This letter under the "Type Code" indicates the kind
of directive listed. The letter "H" means the directive is a
Handbook; "ML" means Mortgagee Letter; "N" means Notice; "TI"
means Title I Letter; "DE" means Direct Endorsement Letter; "EL"
means Ethics Letter; and "LR" Labor Relations Letter.

5. ORGANIZATION CODE. This the code of the originating organization
and component, or the Directives Management Officer of the
originating organization.
6. CROSS REFERENCE. This is a cross reference to notices and
related handbooks, where such exist.
7. EXPIRATION DATE. This is the date the directive expires,
expired, or was cancelled.

DIRECTIVES DELEGATIONS OF AUTHORITY
This attachment lists those positions or individuals in each
organization who have been delegated signatory authority, and the
level of that authority under the Departmental Directives System.
CLEARANCE INITIATION AUTHORITY - the authority to sign authorizing the
placement of draft directives into the Departmental clearance process.
CLEARANCE RESPONSE AUTHORITY - the authority to sign formal clearance
responses to directives proposed by other organizations.
FINAL APPROVAL AUTHORITY - the authority to sign attesting that all
necessary clearances have been obtained, that directives are necessary
and are clearly written, and that printing and distribution are
authorized.
