Department of Housing and Urban Development Washington, D.C. 20410-8000 August 26, 1996 MORTGAGEE LETTER 96-45 TO: ALL APPROVED MORTGAGEES SUBJECT: Doing Business through Electronic Data Interchange (EDI) In conjunction with the expanded use of Electronic Data Interchange (EDI) for electronic filing of Federal Housing Administration (FHA) single family mortgage insurance claims, mortgage loan default reporting, and mortgage record changes and terminations, FHA is taking steps to further streamline the EDI process. The purpose of this Mortgagee Letter is to provide guidance and instructions regarding HUD's EDI initiatives. The following conditions apply, effective immediately: þ EDI participation is mandatory as outlined in Mortgagee Letter 96-14 and Mortgagee Letter 96-31. þ HUD no longer requires a signed Trading Partner Agreement to enter HUD's EDI Gateway. However, all existing Trading Partner Agreements shall remain valid as of the effective date of this mortgagee letter but shall not be required to be renewed. þ FHA-approved lenders must complete an EDI Information Request sheet for each transaction set (See Attachment). A separate sheet must be used if more than one Service Bureau or VAN is used. NOTE: SF Claims is currently restricted to one (1) Service Bureau or VAN. þ HUD will notify each lender as soon as their EDI Gateway connection has been established. The guidelines which FHA-approved lenders shall follow in the submission of data to HUD via EDI are outlined in the Implementation Guide for Electronic Data Interchange, available through the Internet at http://www.hud.gov/edi/edi.html or by calling 1-800-483-4334. Your organization needs to establish a means of creating EDI transactions and of connecting to HUD's EDI gateway. This involves using a third party carrier, i.e., a Value Added Network (VAN) or a Service Bureau. Your organization might choose to generate its own EDI transactions and transmit them via a VAN. Or, your organization might use a Service Bureau which collects your HUD transactions, translates them into EDI and transmits them to HUD for you. Before completing this form you need to know which approach your organization is taking. If you already know, continue with the rest of the instructions. Complete an EDI Information Request form for each VAN or service bureau your organization will be using. On each form, you need to indicate the specific HUD insurance applications you will be submitting via the service bureau or VAN indicated on this form. The HUD Mortgagee ID# is the 10 digit number assigned to your organization by HUD. It is currently being used by your organization on forms for FHA Single Family Loans such as HUD form 92080, 27050A, 92068A and 27011. Place a check mark beside the application/s for which this form is being completed. Check other if the application is not listed and write the application name in the space provided. Check only one. Complete either the service bureau or VAN section. Enter your service bureau name, address, contact name and phone number of contact. Or enter the name of the VAN (third party carrier) being used to exchange EDI files with HUD's Sprint mailbox. If you are not sure at this time which service bureau or VAN you will use indicate that and contact the HUD help desk at 1-800-483-4334 (1-800-HUD-4EDI). HUD's ISA, GS02 and VAN information have been provided. You need to complete your ISA, GS02 and VAN or service bureau information. If you are unsure of what to enter, please contact your VAN service bureau or EDI technician for this data. HUD will return a signed copy of this form authorizing you to begin EDI transmission of data to HUD as of the date entered by HUD.
