Department of Housing and Urban Development Washington, D.C. 20410-8000 November 7, 1995 MORTGAGEE LETTER 95-52 MEMORANDUM FOR: ALL APPROVED MORTGAGEES ATTENTION: SINGLE FAMILY SERVICING MANAGERS SUBJECT: Improved Assignment Program - Teleconsumer Hotline Toll-free Telephone Number REFERENCE: Handbook 4330.2 Rev-2, Mortgage Assignment Processing, issued March 24, 1995, paragraph 3-1,J Effective the date of this Mortgagee Letter, lenders are instructed to discontinue using the Teleconsumer Hotline number 1-800-332-1124 in all Assignment Program correspondence to borrowers, specifically ASGN-1, Borrower Information Packet cover letter; ASGN-3, Status Letter 1-Positive Recommendation to HUD; ASGN-4, Status Letter 2-No Recommendation to HUD; and ASGN-5, Lender Follow-up Assignment Packet cover letter. It has been brought to our attention that this telephone number does not provide a relay service for borrowers in default who have a hearing impairment to communicate with their lending institutions. (NOTE: The Telecommunications Device for the Deaf (TDD) telephone number printed on the SAVE YOUR HOME flyer, ASGN- 11, is a Federal Relay number for use by borrowers to access HUD's automated Housing Counseling Agency list. Lenders must not print that telephone number in their letters to borrowers as a replacement for the Hotline number addressed in the above paragraph.) Lenders that have Telecommunications Device for the Deaf (TDD) capability should continue to provide their company's toll- free TDD number to their borrowers. However, lenders must explain that the TDD number is for use by persons with a hearing impairment only and to access the number the borrower must possess special TDD equipment.
