ADMINISTRATION 95-0005 ADM Special Attention of: Hqtrs.Directives Management Issued: December 6, 1995 Officers & Administrative Expires: December 6, 1996 Ofcrs., Field Directives Management Officers Subject: Reduced Use of Paper Throughout the Department To save resources and money, the Department is implementing the following procedures for reducing the amount of paper generated. 1. Directives. a. INTERNAL Distribution. Effective immediately--For INTERNAL distribution of directives (i.e., to Headquarters and field organizations), "W-3-1" will be the ONLY code used. Under this distribution code, hard copies go to the Headquarters Administrative Officers, Directives Management Officers (DMOs), and Library, and to field DMOs and Libraries. This reduction in hard-copy distribution is possible because employees have electronic access to directives via HUDCLIPS-Plus (the HUD Client Information and Policy System, successor to the Directives Access System (DAS)). b. HUDCLIPS-PLUS. (1) If employees are unable to gain access to HUDCLIPS- PLUS using their DAS ID, or if any employees have no ID, they should contact their HUDCLIPS (formerly DAS) Coordinator. (2) If employees should experience TECHNICAL problems getting to the log-in screen for HUDCLIPS, they should call the User Assistance Branch in the Office of Information Policies and Systems, Office of Administration, 202-708-3300. (3) If employees have questions about the HUDCLIPS-PLUS system itself, or if they have problems moving around in the system, they should call Brenda Smoot in the Office of Administrative and Management Services (OAMS), Office of Administration, 202-708-1891, extension 211. ARSD: Distribution: W-3-1 2 c. Printing of Directives on Demand. For requesting copies of directives from the OAMS On-Demand-Distribution Ordering Desk, the number is 202-708-3151. d. Notification of Newly Issued Directives. A #HUDCLIPS BULLETIN cc:mail bulletin board will list newly issued directives, with the list updated weekly. 2. Photocopying. When photocopying, employees should be sure to make only the number of copies truly needed. In addition, employees will MAKE TWO-SIDED COPIES whenever possible. 3. Staff Bulletins. The Department will publish Staff Bulletins electronically, on a #STAFF BULLETINS cc:mail bulletin board. In most organizations, paper copies of Staff Bulletins are no longer necessary since every employee has access to a computer. a. Organizations originating Staff Bulletins should prepare a yellow concurrence copy (HUD-713.1, Official Record Copy) of the Bulletin. After obtaining concurrences, the originating office should provide the HUD-713.1 and a WordPerfect file containing the Bulletin (either on a diskette or electronically via cc:mail) to the Administrative Office, Office of Human Resources (OHR), room 2170, Office of Administration. b. OHR will obtain the concurrences of the Director, Labor and Employee Relations Division, and the Office Director. c. Following all necessary concurrences, OHR will forward the Bulletin to the Office of Information Policies and Systems for posting on the #STAFF BULLETINS cc:mail bulletin board. Bulletins will usually remain on the board for a maximum of 30 days. d. In any office where employees do not have ready access to a computer, supervisors should ensure distribution of hard copies of the Bulletin to all employees.
