C. 20410-8000 January 11, 1991 OFFICE OF THE ASSISTANT SECRETARY FOR HOUSING-FEDERAL HOUSING COMMISSIONER Mortgagee Letter 91-2 TO: ALL APPROVED MORTGAGEES SUBJECT: DELEGATED PROCESSING SERVICES FOR MULTIFAMILY MORTGAGE INSURANCE PROGRAMS The Department of Housing and Urban Development (HUD) requires the services of HUD-approved mortgagees (delegated processors) to process applications for multifamily housing projects to be insured pursuant to Sections 221(d), 223(f), and 232 of the National Housing Act. The delegated processing system has three objectives: to augment Field Office staff capacity; reduce processing time; and to enable HUD to control overall underwriting determinations. This system will be used at the discretion of Field Office Managers when necessary to meet these objectives. HUD expects to implement the new delegated processing system on a national basis by April 1, 1991. Under this system, HUD will delegate certain processing and underwriting responsibilities to selected HUD-approved mortgagees. Such mortgagees must be in good standing with the Department and be able to demonstrate the capability to perform multifamily underwriting in an acceptable manner. The underwriting and processing responsibilities to be delegated include valuation, cost estimating, architect/engineering, and mortgage credit (financial analysis) functions of multifamily mortgage insurance processing. Processors will complete the preliminary underwriting analysis and return their recommendations to the cognizant Field Office. The Field Office will review the processing and recommendations, make the final underwriting determination, and issue the commitment, if warranted. Under no circumstances may a delegated processor be the mortgagee of record for the application being processed nor may the Principals or key staff of the delegated processor (whether directly employed or under contract) have an identity of interest, however slight, in that application. Anticipated period of performance is April 1, 1991 through September 30, 1991, with up to four, 6 months options to renew. All responsible sources may submit an offer which shall be considered by HUD.
