Physical Assessment Subsystem (PASS)
Technical Review and Database Adjustment

Public Housing Agencies (PHAs) and Multifamily property owners/agents have the option to appeal a physical inspection score through two different processes: Technical Review or Database Adjustment.

To appeal non-industry standard (NIS) repair deficiencies directly related to electrical panels, a qualified local code official must provide evidence on an official letterhead with signature and with the following information:

  • statement that the panel or item in question has been inspected and it meets code
  • address of the property
  • the inspectable area where the electrical item is located
  • copy of the photo taken by the REAC inspector at the time of inspection

The appeal may be declined if all the above information is not supplied.

This change is effective August 30, 2017.
