PHA Listening Sessions - Discussed Changes to the COCC (October – December, 2016) 

Background: In response to an OIG audit report, HUD is considering changes to the amount and types of fees that a PHA’s Central Office Cost Center (COCC) can charge and the eligible uses of these funds by the COCC.  These changes could significantly impact the more than 600 PHAs that operate under asset management using the COCC model.  To more fully understand the impact of such change when developing possible new rules, procedures, and guidance on the COCC, HUD hosted four (4) listening sessions around the country.  The goal of the listening sessions was to communicate the possible changes to PHAs and other stakeholders and allow them to provide feedback and comments to improve the final decisions, policies, and product.

The listening sessions were held in the following cities on the dates shown below.

  1. Detroit, MI (October 18, 2016)
  2. Birmingham, AL (October 25, 2016)
  3. Washington, DC (November 3, 2016)
  4. Los Angeles, CA (December 7, 2016)

Who Attended? The target audience for the sessions were Executive Directors, Finance Directors, and Public Housing Directors of PHAs that operate under asset management using a COCC.  Fee accountants, auditors, and financial consultants were also invited to attend the listening session.
