Effective Use of the Enterprise Income Verification (EIV) System's Deceased Tenants Report to Reduce Subsidy Payment & Administrative Errors -This Notice explains the procedures Public Housing Agencies (PHAs) are required to implement to deal with families with deceased household members. The implementation of the procedures outlined in this Notice will ensure that PHAs submit accurate data to HUD via the Public and Indian Housing Information Center (PIC) and that PHAs do not make subsidy overpayments on behalf of deceased single member households. Where overpayments have been made, the PHA will recoup the overpayment from the landlord/owner of the rental property under the programs noted in Section 3 of this Notice, with the exception of the Public Housing program.

Total Development Costs (TDC) for Affordable Housing under the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA) - This Notice supersedes Notice PIH 2009-27 (TDHEs), same subject, dated August 10, 2009. This Notice transmits the updated schedule for the maximum amount of funds that may be used for affordable housing under NAHASDA. The requirement for the development and implementation of these limits is found at 24 CFR 1000.156 through 1000.162 of the Indian Housing Block Grant (IHBG) regulations published in the Federal Register on September 28, 2001, and effective October 29, 2001.

Performance of Physical Needs Assessments by Public Housing Authorities - The Office of Public Housing Investments is developing a standard format for physical needs assessments that all Public Housing Authorities (PHAs) will be required to use. The new physical needs assessment (PNA) form will integrate utility management and capital planning, provide PHAs a project-based capital planning tool, and permit HUD to aggregate PNA data to derive a national needs number. Income exclusion under temporary employment by U.S. Census Bureau - This notice clarifies the exclusion of temporary employment payments by the U.S Census Bureau pursuant to 24 CFR 5.609(c)(9).

Limiting Housing to Indian Families or Tribal Members when using Indian Housing Block Grant (IHBG) funds - This Notice reissues Notice PIH-2009-04 (TDHEs) and explains when tribes or tribally designated housing entities (TDHEs) (referred to in this Notice as 'Tribe') may limit housing assistance to Indian families or tribal members. This Notice outlines how the requirements are different if only IHBG funds are used or if IHBG funds are leveraged or combined with funds from other sources.

Reinstatement - PIH Notice 2009-7 (TDHEs) - Depository Agreements for Recipients of the Indian Housing Block Grant (IHBG) Program - This Notice transmits the current depository agreement forms to be used when investing IHBG funds; form HUD-52736-A (10/2004) for banking accounts and form HUD-52736-B (10/2004) for brokers/dealers. Also, the Notice clarifies when to use depository forms and when tribes or tribally designated housing entities (TDHEs) may utilize brokers in the investment of Indian Housing Block Grant (IHBG) funds under 24 CFR 1000.58.

Extension of Notice PIH 2009-23 (HA) - Requirement for Designation of Public Housing Projects - This Notice extends Notice PIH 2009-23 (HA), same subject, which expired on July 31, 2010, for another year until July 31, 2011. The Notice reiterates the streamlined requirements for designating public housing projects for occupancy by elderly families only, disabled families only, or elderly and disabled families only.

Reinstatement and Extension of Notice PIH 2008-12 (HA), Enhanced Voucher Requirements for Over-housed Families - This Notice reinstates and extends Notice PIH 2008-12, which expired February 28, 2009. Procedures contained within PIH Notice 2008-12 remain in effect for Federal Fiscal Year 2009 and 2010 until superseded by subsequent HUD Directive or guidance.
