General Information

The Housing Authority of Tulare County (HATC) has operated as an MTW agency since 1999 and has long worked towards developing and implementing an MTW Demonstration Program that emphasizes organizational efficacy, while establishing incentives for participants to become self-sufficient. HATC continuously works to reduce cost through the streamlining and simplification of operations without jeopardizing program integrity. HATC’s quest of program innovations has led to a comprehensive rent reform - transitioning the public housing program to flat rents, the Section 8 program to fixed subsidies, and timing residents out after five years.

HATC currently administers approximately 700 public housing units, 3,100 Housing Choice Voucher units, and 860 units of local, non-traditional housing.

MTW Status

HATC began enrolling its first MTW participants May 1, 1999. HATC signed the Standard Agreement in 2008, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, HATC’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.
