The Housing Authority of Tulare County (HATC) has been operating as an MTW agency since May of 1999. Within the guidelines of MTW the Agency has been able to streamline some of the operations under its public housing and Section 8 Housing Choice Voucher programs. It has also implemented a comprehensive rent reform - transitioning the public housing program to flat rents, the Section 8 program to fixed subsidies, and timing residents out after five years.
HATC currently administers approximately 700 public housing units and 2,800 Housing Choice Voucher units.

HATC began enrolling its first MTW participants May 1, 1999. HATC signed the Standard Agreement in 2008, extending its participation in MTW until 2018.
