General Information

The Housing Authority of Portland's (HAP) MTW goals include driving down the unit cost of administering federally subsidized housing towards the unit cost of comparable private sector housing, using MTW savings to offset federal funding reductions, using MTW savings to expand self-sufficiency opportunities and housing choice, continuing to serve the same income levels served prior to MTW, and using MTW flexibility to respond to local housing needs and community priorities.

HAP currently administers approximately 400 public housing units, 12,050 Housing Choice Voucher units, and 195 units of local, non-traditional housing.

MTW Status

HAP's MTW program has been operating since April 1, 1999. HAP executed the Standard Agreement in 2009, extending its participation through its Fiscal Year 2018. As a result of Congress passing the Consolidated Appropriations Act of 2016, HAP’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.
