Listening Sessions
HUD’s Moving to Work (MTW) Team is excited to announce that we will offer four in-person Listening Sessions for Public Housing Authorities (PHAs) to discuss the Operations Notice for the Expansion of the Moving to Work Demonstration Program Solicitation to Comment. The Operations Notice solicits feedback from the public on the implementation and operation of the MTW expansion to an additional 100 high-performing Public Housing Authorities (PHAs).
The Operations Notice was published in the Federal Register on January 23, 2017. HUD will reopen the comment period for the Operations Notice in the coming days in order to allow interested participants and stakeholders additional time to review the Operations Notice and provide feedback to HUD.
More information about the MTW Expansion can be found here.

What is a Listening Session?
- An interactive discussion that covers specific topics in the Operations Notice.
- The listening sessions have been designed for sharing of information and ideas between the Department and participants that will shape the final Operations Notice.
- The structure of the listening session assumes that participants have read through the MTW Operations Notice and we encourage all participants to read the Operations Notice prior to attending the listening session.
- Participants should come prepared to engage in a discussion, ask questions, and provide feedback on the Operations Notice.
Who Should Attend?
PHAs interested in applying to be designated as a MTW agency should attend the listening sessions. To ensure all interested PHAs are able to attend, we ask that no more than two representatives from each interested PHA attend the listening session.

- Welcome and Introduction to MTW and MTW Expansion
- Evaluation and Performance Assessment
- Funding
