Keene Housing

General Information

Keene Housing (KH) was a member of the first cohort of high performing public housing authorities (PHAs) admitted into the Moving to Work (MTW) demonstration program in 1999. Since then, KH has leveraged MTW to comprehensively redesign its Housing Choice Voucher (HCV) program, convert its public housing portfolio to privately financed, project based affordable housing, preserve and expand its real estate portfolio and create new programs focusing on particularly vulnerable populations including domestic violence victims, disabled residents, foster youth and homeless families. KH’s commitment to creative policy and program design has made it a national model for innovation in affordable housing development and management.

With 36 staff members and an annual agency budget of approximately $15 million, KH owns or operates approximately 550 units of housing, administers over 850 Housing Choice Voucher (HCV) rental subsidies, over 51 units of local, non-traditional housing, and operates several supportive service programs.

MTW Status

KH first became part of the MTW demonstration in 1999 as one of the original MTW agencies. KH signed the Standard Agreement in 2008, which ran through the end of its 2018 fiscal year. As a result of Congress passing the Consolidated Appropriations Act of 2016, KH’s MTW Agreement was modified and extended to the end of its Fiscal Year 2028.
