HUD is pleased to report that Maria Razo, Executive Director of the Housing Authority of the County of San Bernardino, and Dr. Mary Pattillo, Professor at Northwestern University, have been appointed to the MTW Research Advisory Committee as of June 29, 2018, joining the 13 members that were appointed on June 21, 2016. Original board members, Adrianne Todman formerly of the District of Columbia Housing Authority and Mark Joseph of Case Western Reserve University are no longer serving on the Committee. HUD appreciates all of their time and energy while serving. In additional news, the MTW Committee Charter was renewed on May 2, 2018 for another two-year term.

The 2016 Appropriations Act authorizing the MTW expansion required that HUD establish a research advisory committee. It further required the advisory committee to include representatives from MTW PHAs, HUD program and research experts, and independent subject matter experts in housing policy research.
On April 26, 2016, HUD published a Federal Register Notice establishing the advisory committee and a draft of the advisory committee Charter: https://federalregister.gov/a/2016-09754. The Charter was subsequently filed with Congress on May 2, 2016, and an amendment was filed with Congress on May 19, 2016. The Committee Charter and Membership Balance Plan can be found here. Because this committee is named in the statute to provide advice to the government, it invokes the requirements of the Federal Advisory Committee Act.
Notice to Solicit Recommendations
HUD solicited recommendations for specific policy proposals and methods of research and evaluation to be implemented as part of the expansion of the MTW demonstration. HUD encouraged PHAs, HUD-assisted housing residents, researchers and HUD stakeholders to submit recommendations for specific policy proposals and methods of research and evaluation that will help to inform HUD’s research advisory committee and future federal housing policy. HUD will hold it’s fifth Committee meeting on January 25, 2018, to discuss whether HUD should study through the MTW expansion, the appropriate amount of Federal subsidy in the tenant-based program that balances both the impact on assisted families/housing quality, and the cost to Federal taxpayers. The agenda also includes a discussion to revisit the rent reform cohort recommendation. The teleconference call meeting is open to the public and more information can be found here.
HUD held two conference calls with the advisory committee in July, 2016, one in-person meeting in September, 2016 and one conference call in December, 2016, to discuss recommendations of the policies to be studied in the expansion and to discuss the evaluation and research methods. Future committee meetings including draft agendas will be announced through Federal Register notices and will also include how the public can listen to the meetings and provide comments. Using the advice of the advisory committee, HUD will ultimately determine the policies to be studied and the methods of research and evaluation to be used for all MTW expansion cohorts.

On Tuesday, July 12, 2016, HUD published a Federal Register notice announcing two meetings of the MTW Research Advisory Committee. The meeting dates were Tuesday, July 26, 2016 and Thursday, July 28, 2016. Both meetings were held by phone and were open to the public.

Agenda and Notice of Public Meeting Held September 1 - 2, 2016
On Monday, August 15, 2016, a Federal Register notice was posted for public inspection announcing a meeting of the MTW Research Advisory Committee. The two-day meeting convened on Thursday, September 1, 2016 and Friday, September 2, 2016. The meeting was held in-person at the HUD headquarters building in Washington, DC. Both days of the meeting were open to the public, and the public was able to attend in-person or by phone.
