The 2016 Appropriations Act authorizing the MTW expansion required that HUD establish a research advisory committee. It further required the advisory committee to include representatives from MTW PHAs, HUD program and research experts, and independent subject matter experts in housing policy research.
On April 26, 2016, HUD published a Federal Register Notice establishing the advisory committee and a draft of the advisory committee Charter. The Charter was subsequently filed with Congress on May 2, 2016, and an amendment was filed with Congress on May 19, 2016. The MTW Committee Charter was renewed on May 4, 2020 for another two-year term. The Committee Charter and Membership Balance Plan can be found here. Because this committee is named in the statute to provide advice to the government, it invokes the requirements of the Federal Advisory Committee Act.

Notice to Solicit Recommendations
HUD solicited recommendations for specific policy proposals and methods of research and evaluation to be implemented as part of the expansion of the MTW demonstration. HUD encouraged PHAs, HUD-assisted housing residents, researchers and HUD stakeholders to submit recommendations for specific policy proposals and methods of research and evaluation that will help to inform HUD’s research advisory committee and future federal housing policy. Please refer to the Federal Register Notice FR-5932-N-01 published April 4, 2016 for more detailed information about HUD’s solicitation for recommendations. Committee Meetings
HUD has held several MTW Research Advisory Committee conference calls to discuss recommendations of the policies to be studied in the expansion and to discuss the evaluation and research methods. Using the advice of the Committee, the one hundred MTW PHAs will be added in four to five cohorts. The MTW Flexibility for Smaller PHAs Cohort will consist of high-performing PHAs that administer 1,000 or fewer HCVs and public housing units combined, as well as experiment with the MTW flexibilities. The Stepped and Tiered Rent Cohort will consist of PHAs with 1,001 or more public housing and HCV units. Further, in order to ensure adequate sample size, the PHA must have 1,000 or more existing non-elderly, non-disabled public housing and/or HCV households and will study different rent models that may or may not be income based, to include tiered rents, and/or stepped-up rents. The Landlord Incentives Cohort will study landlord incentives in the housing choice voucher program. The Asset Building Cohort will evaluate policies that seek to encourage savings and/or improve credit for assisted households. Details of the meetings are listed below.
