MTW Regionalization Notice Published

April 7, 2023

NOTICE PIH 2023-08 (HA) - HUD has published the MTW Regionalization Notice which allows MTW agencies to partner with non-MTW agencies to create a Regional MTW Agency.


HUD is now accepting applications to the MTW Asset Building Cohort!

April 26, 2022

PIH Notice 2022-11 invites interested PHAs to apply to the fourth cohort of Moving to Work (MTW) demonstration program. The fourth cohort will study Asset Building and will be comprised of 30 PHAs that are high performers with under 6,000 combined Housing Choice Vouchers and public housing units. The fourth cohort of the MTW Expansion will test asset building initiatives, which are defined, for purposes of this cohort, as activities that encourage the growth of savings accounts and/or aim to build credit for assisted households. PHAs selected under this cohort will have access to a “Community of Practice” to help develop ideas and best practices to further the goals of the Asset Building Initiatives. HUD will seek to bring in resources from other experts in asset building to contribute to the Community of Practice – like the Consumer Financial Protection Bureau (CFPB).


Announcement of MTW Expansion Landlord Incentives Cohort

January 27, 2022

HUD announced the Landlord Incentives cohort of the expansion of the Moving to Work (MTW) Demonstration Program. Through this cohort, HUD will evaluate landlord incentives and their impact on participation in HUD’s Housing Choice Voucher Program to improve residents’ ability to use vouchers in their community. With the addition of the 29 PHAs selected for this cohort, HUD will have added a total of 70 PHAs to the MTW Demonstration Program since January 2021. MTW PHAs are now in 38 states and the District of Columbia. MTW encourages an entrepreneurial spirit to think of and create solutions in a new way. MTW agencies have directly influenced national policy for 25 years, paving the way for the future delivery of federally assisted housing. PHAs in the MTW demonstration have pioneered several innovative policy interventions that have been successful at the local level, and subsequently rolled out to the rest of the country’s PHAs. This latest cohort focused on landlord incentives continues this tradition of policy innovation benefiting residents of HUD-assisted housing. Interested PHAs will be able to apply to a future cohort in Spring 2022, when HUD will invite small- and medium-sized PHAs to apply to a cohort that will evaluate asset-building initiatives.


Updated Special Purpose Vouchers Guidance for MTW Agencies

August 5, 2021

HUD has updated its questions and answers guidance on Special Purpose Vouchers (SPVs) that are administered by MTW agencies. The document covers various topics related to SPVs, such as MTW fungibility, applying MTW program flexibilities, reporting requirements, and new SPV types including Emergency Housing Vouchers (EHVs) and Mobility Vouchers. HUD will continue to update this document as new SPV types are authorized and if any changes are needed for SPVs administered by MTW agencies. Announcement of MTW Expansion Stepped and Tiered Rent Cohort

May 7, 2021

HUD has announced the 10 public housing agencies (PHAs) that have been selected for the Stepped and Tiered Rent Cohort of the MTW Expansion. A brief description of each PHA can be found on the Stepped and Tiered Rent Cohort page under “Applicant/Selectee Information”. The Stepped and Tiered Rent Cohort of the MTW Expansion will evaluate stepped and tiered rent alternatives designed to increase resident self-sufficiency and reduce PHA administrative burdens. It includes PHAs with 1,001 or more aggregate units of public housing and Housing Choice Voucher (HCV) units.


MTW Supplement to the Annual PHA Plan Published

March 22, 2021

The Office of Management and Budget (OMB) has approved the MTW Supplement to the Annual PHA Plan. The MTW Supplement to the Annual PHA Plan describes the reporting requirements for MTW Expansion PHAs and will be submitted once per year as part of the standard PHA Plan process. MTW Expansion PHAs will indicate the MTW activities they intend to implement from the list of MTW Waivers provided in the MTW Operations Notice. In response to stakeholder feedback, HUD has attempted to simplify and streamline the reporting process, eliminate the standard metrics, and provide the same level of flexibilities through the MTW Waivers, Agency-Specific Waivers, and Safe Harbor Waivers.

The MTW Supplement to the Annual PHA Plan will be submitted by MTW Expansion agencies using a web-based form, not using Word or PDF files as is the case for other documents in the PHA Plan.


New Cityscape Reflects on MTW

January 14, 2021

The newest issue of Cityscape: A Journal of Policy Development and Research features a symposium reflecting on the MTW Demonstration. Six articles report research conducted by Urban Institute and MDRC for a HUD-sponsored retrospective evaluation of MTW. Congress requested an assessment of the MTW demonstration as a whole, rather than studies of initiatives at individual agencies. The six retrospective studies reported on in this symposium offer the first longitudinal analysis and the most comprehensive view to date of MTW agencies, MTW housing assistance, MTW activities, and the performance of MTW agencies in relation to statutory objectives. HUD Publishes 30-day Federal Register Notice to Solicit Comments on MTW Supplement to the PHA Plan

On December 11, 2020, the MTW Supplement to the PHA Plan (MTW Supplement) was published in the Federal Register for a 30-day comment period. This publication incorporates feedback from comments received during the 60-day comment period, which was published on October 9, 2018. The MTW Supplement describes the reporting requirements for MTW Expansion PHAs and will be submitted once per year as part of the standard PHA Plan process. MTW Expansion PHAs will indicate the MTW activities they intend to implement from the list of MTW Waivers provided in the MTW Operations Notice. In response to stakeholder feedback, HUD has attempted to simplify and streamline the reporting process, eliminate the standard metrics, and provide the same level of flexibilities through the MTW Waivers, Agency-Specific Waivers, and Safe Harbor Waivers. HUD-50058 MTW Expansion Published

December 7, 2020

New Research and Evaluation Page

We have added a new Research and Evaluation page to our website. This page highlights the HUD-funded and outside evaluations of the of the MTW program that have been completed since the authorizing of the MTW demonstration program in 1996. The reports included on this page include a range of the many activities and policy innovations that MTW agencies have undertaken along with their associated results/outcomes.

MTW Promising Practices Documents Posted

HUD recently posted two documents to the Promising Practices page of the MTW website: “MTW Family Self-Sufficiency (FSS) Innovations” and “Rental Assistance Demonstration (RAD) and Utilizing MTW Flexibilities.”

The MTW Demonstration allows MTW agencies to design and test various flexibilities in implementing the FSS program. Agencies have used this flexibility to design and test better ways to serve families in their FSS programs. The MTW FSS Innovations document, relying on MTW agency submitted Annual MTW Plans and Reports, outlines some of the ways in which MTW agencies have utilized authorizations in the MTW Agreement to implement innovations around the FSS program or to create local self-sufficiency programs.

The RAD program was created in order to give public housing agencies a powerful tool to preserve and improve public housing properties and address the nationwide backlog of deferred maintenance. Coupling the RAD program with MTW flexibilities has allowed MTW agencies to test various approaches for providing and administering housing programs, safeguarding long-term housing assistance, modernizing its properties and providing greater funding support. The RAD and Utilizing MTW Flexibilities document, relying on Annual MTW Plans, Reports, and MTW agency websites, outlines some of the ways in which MTW agencies have utilized authorizations in their MTW Agreements to implement innovations around the RAD program.


HUD Publishes 30-day Federal Register Notice to Solicit Comment on Form-50058 MTW Expansion

January 29, 2020

On January 29, 2020, the updated draft Form-50058 MTW Expansion was published in the Federal Register for a 30-day comment period. This publication incorporates comments received from internal and external stakeholders. The Form-50058 MTW Expansion will be used by MTW Expansion PHAs to submit tenant-level data to HUD in PIC-NG. This new form is a derivative of the Form-50058 and Form-50058 MTW; the Federal Register publication describes changes that HUD made from the 60-day Federal Register publication to the 30-day Federal Register publication. The form was developed so that HUD will be able to collect the information that will be needed to evaluate each of the MTW expansion PHAs and cohorts, as required by Congress. We welcome any comments that you may have, which must be submitted per the instructions in the Federal Register notice by February 28, 2020.


HUD Publishes 60-day Federal Register Notice to Solicit Comment on Form-50058 MTW Expansion

August 20, 2019

On August 19, 2019, the Form-50058 MTW Expansion was published in the Federal Register for a 60-day comment period. The Form-50058 MTW Expansion will be used by MTW Expansion PHAs to submit Form-50058 data to HUD. This new form is a derivative of the Form-50058 and Form-50058 MTW. The form was developed so that HUD will be able to collect the information that will be needed to evaluate each of the MTW expansion PHAs and cohorts. We welcome any comments that you may have, which must be submitted on the Federal Register webpage by October 18, 2019.


HUD Publishes Federal Register Notice to Solicit Comment on MTW Amendment to the Consolidated Annual Contributions Contract

December 27, 2018

On December 27, 2018 the MTW Amendment to the Consolidated Annual Contributions Contract (CACC), was published in the Federal Register for a 60-day public comment period. The CACC will be amended for the PHA’s designation as an MTW agency. The amendment will set the term of participation, detail the requirements and covenants for a PHA to follow the MTW Operations Notice and its respective Selection Notice, which will detail cohort study obligations; and it will outline the possibility of a transition out of the demonstration. The amendment will also contain HUD’s recourse provisions in the case of a PHA’s default. We welcome any comments that you may have, which must be submitted directly to HUD by February 25, 2019.

HUD Publishes Notice to Select First Cohort and MTW Expansion Operations Notice

October 15, 2018

On October 11, 2018, HUD published Notice PIH 2018-17, Request for Letters of Interest and Applications under the Moving to Work Demonstration Program for Fiscal Year 2019: COHORT #1 – Overall Impact of Moving to Work Flexibility. This PIH Notice gives interested PHAs the opportunity to apply to the initial cohort of Moving to Work (MTW) demonstration program. The Initial cohort will study MTW Flexibility and will be comprised of 30 PHAs that are high performers and administer less than 1,000 combined Housing Choice Vouchers and public housing units. In 2015, Congress directed HUD to expand the demonstration by 100 PHAs over seven years. The MTW Research Advisory Committee, recommended four policy changes that HUD will evaluate through the four MTW expansion cohorts: MTW flexibility, rent reform, work requirements and landlord incentives. Agencies interested in applying to the initial cohort – MTW flexibility, will be chosen through a two-step selection process explained in Notice PIH 2018-17. The application to apply to the second cohort of the new MTW PHAs, rent reform, will be announced later this year.

Additionally, on October 5, 2018, HUD published Federal Register Notice, FR-5994-N-03, Operations Notice for the Expansion of the MTW Demonstration Program (Operations Notice) on the implementation and the operations of the MTW expansion. The public is encouraged to provide comment and has 45 days to do so. This Notice was originally published on January 23, 2017, in the Federal Register, entitled “Operations Notice for the Expansion of the Moving to Work Demonstration Program Solicitation of Comment.” On May 4, 2017, the Notice was republished with three technical revisions and an extension of the comment period. HUD took all comments received into consideration.

This Operations Notice summary document provides a helpful summary of the differences between the previous Operations Notices to the current Notice published October 5, 2018. Additionally, HUD has developed a MTW marketing brochure with great information to help spread the word to PHAs interested in applying to the MTW Demonstration Program.

HUD Appoints Two New Members to the MTW Research Advisory Committee

July 9, 2018

HUD is pleased to report that Maria Razo, Executive Director of the Housing Authority of the County of San Bernardino, and Dr. Mary Pattillo, Professor at Northwestern University, have been appointed to the MTW Research Advisory Committee as of June 29, 2018, joining the 13 members that were appointed on June 21, 2016.

MTW Listening Session Recording and PowerPoint

During the months of April and May, the MTW Office held four in-person listening sessions for PHAs and stakeholders interested in the MTW Expansion Operations Notice. As part of our commitment to making the listening sessions accessible to all interested parties, portions of the Washington, DC listening session were videotaped. The video includes members of the MTW Team providing an overview of select sections of the Operations Notice and can be accessed here along with the PowerPoint from the listening sessions. As a reminder, the comment period for Federal Register Notice: FR-5994-N-02, Operations Notice for the Expansion of the Moving to Work Demonstration Program Solicitation of Comment; Waiver Revision and Reopening of Comment Period closes on June 5, 2017. On May 4, 2017, HUD published Federal Register Notice: FR-5994-N-02, Operations Notice for the Expansion of the Moving to Work Demonstration Program Solicitation of Comment; Waiver Revision and Reopening of Comment Period. This Notice revises the parameters of three waiver provisions and reopens the comment period for HUD's January 23, 2017, Federal Register notice entitled Operations Notice for the Expansion of the Moving to Work (MTW) Demonstration Program Solicitation of Comment (Operations Notice). The comment period is reopened for 32 days, until June 5, 2017, to allow interested participants and stakeholders additional time to review the Operations Notice and provide feedback to HUD.


HUD Publishes MTW Expansion Operations Notice Soliciting Feedback

April 7, 2017

On January 23, 2017, HUD published Federal Register Notice FR-5994-N-01, Operations Notice for the Expansion of the Moving to Work (MTW) Demonstration Program Solicitation of Comment (Operations Notice). The Operations Notice requests public comment on the implementation and operations of the MTW Expansion, as authorized by the 2016 Consolidated Appropriations Act (Appropriations Act). HUD will reopen the comment period for the Operations Notice in the coming days in order to allow interested participants and stakeholders additional time to review the Operations Notice and provide feedback to HUD. HUD encourages the public to provide feedback to the Operations Notice. Public comments will inform HUD on the implementation and continued operations of the MTW agencies selected pursuant to the 2016 Appropriations Act.

In-person Listening Sessions: As part of our continuing efforts to foster dialogue with our partners, the MTW Office will hold four listening sessions for PHAs that are interested in applying to MTW and other industry partners. These sessions will be held in Denver, Ft. Worth, Newark, NJ and Washington, DC. Through these listening sessions, we hope to hear feedback on the entire Operations Notice, focusing on the following sections: evaluation and performance assessment; calculation of funding; statutory and regulatory waivers; and regionalization. Summary of Public Feedback on Policies to Study Under MTW Expansion

July 22, 2016

For each cohort of agencies brought on by the MTW Expansion, as authorized by the 2016 Consolidated Appropriations Act, one specific policy change will be implemented. HUD published notices to solicit public comments in two issues of the Federal Register in order to gather public feedback about the policies to be studied. HUD requested comments on: 1) specific policy proposal recommendations to be implemented during the expansion; 2) research and evaluation proposal recommendations; and 3) comments on what policies should be considered as having already been proven successful.

HUD Appoints the 15 Members of the Federal Advisory Committee

June 21, 2016

As part of the Moving to Work expansion, the 2016 Consolidated Appropriations Act requires HUD to establish a research advisory committee to advise the Secretary with respect to specific policy proposals and methods of research and evaluation. The research advisory committee is comprised of representatives from MTW PHAs (staff and current/former residents), HUD program and research experts, and independent subject matter experts in housing policy research.

HUD has appointed the 15 members of the committee, and the committee will begin convening this summer. Read more about the research advisory committee and its role in the Moving to Work Expansion.


Moving to Work Expansion

The 2016 Consolidated Appropriations Act expands the Moving to Work demonstration by an additional 100 public housing authorities (PHAs) over seven years. The motivation behind the expansion is straightforward: to simplify the administration of PHA programs, learn from policy interventions, and apply lessons learned to PHAs nationwide.

The expansion focuses on the country’s smaller PHAs, and to be eligible to apply, PHAs must be designated as high performing agencies and meet other agency selection requirements. The 100 PHAs will be brought on to the demonstration by cohort, and within each cohort, one specific policy will be implemented. HUD will learn from each cohort of MTW PHAs by testing these specific policies in the areas of cost-effectiveness, self-sufficiency, and housing choice, the three statutory purposes of the MTW demonstration.
