Highlights

Update as of November 6, 2019: Side-by-Side Comparison of the proposed ACC: HUD will soon publish in the Federal Register a Public Housing Annual Contributions Contract for Capital and Operating Grant Funds 30-Day Notice of Proposed Information Collection. Once published, the 30-Day Notice of Proposed Information Collection will provide PHAs with notice of revisions to the current ACC form HUD-53012. The ACC that will be published in the pending notice will update HUD-53012 to streamline the ACC. In order to further streamline the ACC and in response to public comments received, the ACC to be included in the soon to be published notice deletes or revises several ACC provisions published in the 60-Day Notice of Proposed Information Collection. Please note that while the ACC Proposed Information Collection is pending, current ACC procedures described below remain in effect.

Updated as of October 17, 2018: PHAs drawing down the Capital Funds from 2018 are bound by the terms and conditions of the Annual Contributions Contract that was in effect as of May 28, 2018. The annual "Grant Funding Exhibits" for 2018 are to be combined with the ACC to constitute the grant agreement for a given grant. On May 1, 2018, HUD published an Annual Contributions Contract (ACC/HUD-53012) that governs the public housing program. (Click here to see the ACC/HUD-53012).

The ACC/HUD53012 provides for annual “Grant Funding Exhibits” that are to be combined with the ACC/HUD53012 to constitute the grant agreement for a given grant.
