Community Mapping and Resources

These tools are helpful for learning more about the communities where vouchers are being used and the resources available to residents.

Neighborhood Change Mapping Tool

The HUD Aggregated USPS Administrative Data on Address Vacancies tool shows change over time from the 1st quarter 2008 to the 1st quarter of 2024. This feature is also useful for graphically displaying the effects of disaster recovery, gentrification, and other economic forces impacting a neighborhood’s makeup and HCV usage. Users are required to apply for access to this tool, and access is currently only available to government and non-profit employees.

Source of Income Protection Map

This map shows jurisdictions that have laws protecting voucher holders from Source of Income Discrimination. Footnotes and citations for data sources used in this map can be found here.

Project Based Voucher Lookup Tool

This tool assists users to determine if an address falls into a census tract that has an average poverty level of 20 percent or less.

HUD Resource Locator

The HUD Resource Locator helps identify affordable housing opportunities (such as LIHTC properties or Public Housing), Continuums of Care, Public Housing Agencies, and HUD field offices.

Community Assessment Reporting Tool (CART)

This tool uses geospatial technology to show the wide variety of HUD investments by city, state, county, metropolitan area, or congressional district. It also provides an interactive mapping interface that allows users to explore HUD investments within their community and see property- and grant-level detail at a variety of geographies.

CART includes information on many of HUD’s major programs invested in communities including: Community Planning and Development Competitive and Formula Grants; Rental Assistance through HUD's Multifamily programs, Housing Choice Vouchers and Public Housing properties; Housing Counseling grants; and census demographic information.

Fair Market Rent and Small Area Fair Market Rent Lookup Tools

These tools allow you to find the Fair Market Rent (FMR) and Small Area Fair Market Rents (SAFMRs) for a given county or metropolitan area. FMRs and SAFMRs for 2025 are now available.

Opportunity Area Map

The Opportunity Area Map was created in support of Housing Mobility programs. The map shows opportunity neighborhoods (census tracts with a family poverty rate of 10 percent or lower) in green. Instructions on using this map can be found here.

The Geospatial Data Storefront hosts valuable data sources for building your own maps. Learn more about how to use these resources through this video and manual.  Below are several datasets that may be helpful for those interested in the voucher program:

Housing Choice Vouchers by Tract

This service provides spatial data and information for Housing Choice Voucher (HCV) recipients by 2020 U.S. Census Tract and can be exported for further analysis.  Data elements include the number of vouchers and vouchers as a percentage of renter occupied housing units.

Estimated Housing Authority Service Areas

This map provides an estimate of each Public Housing Authority’s service area based on the geographic areas within which a PHA’s vouchers are leased.

Extensions to Estimated Housing Authority Service Areas Methodology

This resource provides an alternative estimate of PHA service areas for 377 PHAs. You can learn more about the differences in methods here.

American Community Survey 5 Year Housing Estimate Data by Tract

The 2016-2020 American Community Survey 5-Year estimates of housing characteristics are compiled at the census tract level. These characteristics include, but are not limited to: occupancy status, contract rent, median value, number of bedrooms, units in structure, and number of units built by time period

ACS 5YR Demographic Estimate Data by Tract

The 2016-2020 American Community Survey 5-Year estimates of demographic variables are compiled at the census tract level. These variables include, but are not limited to: sex by age, Hispanic or Latino origin by race, racial demographics, educational attainment, and average household size. 

Fair Market Rents and Small Area Fair Market Rents

These databases contain information about the Fair Market Rent (FMR) and Small Area Fair Market Rent (SAFMR) for the corresponding areas across the country.

Low-Income Housing Tax Credit Properties

This database is the only complete national source of information on the size, unit mix, and location of Low-Income Housing Tax Credit program (LIHTC) projects. The LIHTC property locations depicted in this map service represent the general location of the property and the locations of individual buildings associated with each property are not depicted.
