Qualified PHAs

HUD posts the list of qualified PHAs in advance of fiscal year beginning (FYB) to determine whether a PHA is exempt from the requirement to submit an annual PHA Plan. PHAs on the qualified PHA list do not have to submit an annual plan for the upcoming fiscal year.

Note: There may be a few days' time between the date of the qualified PHA list and the date the list is posted.

What if my PHA's status changes after the list is posted?

If a PHA status changes after the "qualified" PHA list is posted and before a new list is posted, the posted rating will be used for PHA planning purposes. The "qualified" PHA list is a snapshot of a PHA's designation on a certain date. 

What data sources are used to generate the "qualified" PHA list?

The "qualified" PHA list is generated from data reported in PIC and REAC databases: 1) Low Rent and Section 8 Units, 2) PHAS and SEMAP Performance files.
