As part of the Office of Housing's strategy to reduce errors and improper payment of HUD subsidies, Housing staff is providing annual training on the effective use and functionality of EIV for multifamily housing program users. To help make the EIV system a more useful tool that is responsive to your needs, HUD's Office of Multifamily Housing leadership wants to hear about your experiences, both positive and negative, in gaining access to the EIV system and in using the various Multifamily applications and reports contained in the EIV system. EIV 8.2.1/9.0 (September 2009) Release
In December 2009, an Instructional Course covering EIV Releases 8.2.1 and 9.0 was conducted by HUD staff and posted to the HUD webcast website. Owners and management Agents (O/As), contract administrators and HUD staff are invited to view this webcast at their convenience. The webcast focuses on practical use of the EIV system while also addressing access to the system and the security of the EIV system and its data.

EIV 8.1.1 (October 24, 2008) Release
On December 16-17, 2008, an in-depth, two-day EIV 8.1.1 Instructional Course was conducted by HUD staff via HUD HUD Webcast. The course was target to owners and management agents (O/As), service bureaus, contract administrators (CAs), as well as HUD field office staff. HUD Headquarters staff delivered an informative slide presentation ranging from gaining and continuing EIV access, reading income information and verification reports, to monitoring O/A activities, as the Department moves to mandate the use of EIV for multifamily housing programs. On June 27-28, 2007, an EIV instructional course on the 7.0 Enterprise Income Verification (EIV) system for Multifamily Housing Programs was conducted by HUD staff via Webcast. The two-day instructional course was targeted to owners and management agents (O/As) responsible for performing required re-certification of tenant income and contract administrators (CAs) responsible for monitoring and overseeing O/A operations. Guidance and information on how to read and use the tenant Income Report and the Income Discrepancy Report, as well as how to incorporate EIV into your day-to-day operations was provided on day two of the two-day EIV instructional course.
Although made clear in materials, we want to emphasize that O/As are not to take the income data in EIV and use it to calculate a tenant's income for rent calculation purposes without getting current (dated within the last 120 days) income documentation (pay stubs, Social Security benefit letter, etc) from the tenant. Instructional materials for day two, Section III. Income Information Reports and Section IV. Third Party Verification Requirement, explain, in part, how to 1) identify a valid income discrepancy between tenant-provided and third party income information, and 2) resolve valid tenant income discrepancies; this is also illustrated through skits.
