Multifamily Housing Policy Drafting Table for The Section 8 Renewal Policy Guidebook, Chapter 9: Rent Comparability Studies
WELCOME TO THE MULTIFAMILY HOUSING POLICY DRAFTING TABLE FOR THE DRAFT REVISION OF THE SECTION 8 RENEWAL POLICY GUIDEBOOK, CHAPTER 9: RENT COMPARABILITY STUDIES.
Chapter 9 of the Section 8 Renewal Policy Guidebook establishes how a rent comparability study is prepared, submitted, reviewed, and appealed. The studies that are created pursuant to this chapter are used to establish comparable market rents for some HAP contracts.
The draft Chapter 9 and a 3-page memorandum from Deputy Assistant Secretary Ethan Handelman explaining policy changes can be accessed here: Section 8 Renewal Guide Chapter 9 Comment Version.pdf. This Chapter is being posted to the drafting table to provide our Multifamily housing partners with an opportunity to submit feedback on the revised chapter. Please download the response worksheet (Chapter9RevisionWorksheet2022.xlsx), enter your feedback, and then submit your feedback to HUD via email to S8RPG@hud.gov. To assist in identifying changes to the language of the chapter, we are providing this redline version of the document: Chapter 9 Public Comment Redline.pdf. In finalizing the Chapter, Multifamily will consider all feedback submitted between Monday, April 25, and close of business on Monday, May 23, 2022. We appreciate your input.
In addition to written feedback, we invite stakeholders to offer feedback at a Listening Session, hosted on Zoom. The session is scheduled for Friday, May 20, 2022 from 12:00 – 1:30 PM EDT. We are offering 3-minute speaking slots on a first come, first served basis. We ask that only one participant from each organization request a speaking slot. If you would like to attend the listening session, please preregister using this link: https://www.zoomgov.com/meeting/register/vJIscOmrrT4vG_PtngCK7v2TbMdK38oBkdw.
