ATTENTION: The Competition Advocate/Task and Delivery Order Ombudsman does not serve as a general ombudsman for HUD, nor is he able to provide guidance, information, or advice related to HUD’s non-procurement programs, unless directly related to contracts awarded under the Federal Acquisition Regulation.
In accordance with Federal Acquisition Regulation (FAR) Section 6.501 and HUD Acquisition regulation (HUDAR) Section 2406.501, as the Chief Procurement Officer, I hereby designate Mr. Akinsola Ajayi, Deputy Assistant Chief Procurement Officer (DACPO) for Policy, Systems and Risk Management to serve as the agency Competition Advocate.
The specific duties and responsibilities of the Competition Advocate are set forth at FAR Section 6.502.
In general, the Competition Advocate is responsible for promoting the acquisition of commercial items, promoting full and open competition, challenging requirements that are not stated in terms of functions to be performed, performance requirements, or essential physical characteristics and challenging barriers to the acquisition of commercial items and full and open competition such as unnecessarily restrictive statements of work, detailed specifications, and unnecessarily burdensome contract clauses.
Task and Delivery Order Ombudsman
In compliance with FAR 16.505(b)(5), Mr. Ajayi is also designated as HUD’s Task and Delivery Order Ombudsman.
The specific duties and responsibilities of the Task and Delivery Order Ombudsman are set forth at HUD Acquisition Regulation (HUDAR) 2416.505(b).
The primary responsibility of the Task and Delivery Order Ombudsman is to address concerns of contractors who disagree with the Department’s selection of awardees for specific task or delivery orders issued competitively under HUD multiple-award indefinite-quantity contracts.
Contractors who have concerns or disagreements with the selection of an awardee for a competitively-awarded task or delivery order under a HUD multiple-award indefinite-quantity contract should contact the Task and Delivery Order Ombudsman.
