Glossary of CPD Terms - M

These are some terms that are specifically related to HUD's Office of Community Planning and Development (CPD) programs or functions.

Major rehabilitation
means rehabilitation that involves costs in excess of 75 percent of the value of the building before rehabilitation.

Manufactured home
means any dwelling covered by the Federal. Manufactured Home Construction and Safety Standards, 24 CFR part 3280.

Match is a PJ’s contribution to the HOME Program - the local, non-Federal contribution to the partnership. The PJ’s match contribution must equal not less than 25 percent of the HOME funds drawn down for projects in that fiscal year.

Metropolitan Planning Organization
means that organization required by the Department of Transportation, and designated by the Governor as being responsible for coordination within the State, to carry out transportation planning provisions in a Standard Metropolitan Statistical Area.

Moderate Income
Households whose incomes are between 81 percent and 95 percent of the median income for the area, as determined by HUD, with ad-justments for smaller or larger families. HUD may establish income ceilings higher or lower than 95 percent of the median for the area on the basis of HUD's findings that such variations are necessary because of prevailing levels of construction costs, fair market rents, or unusually high or low family incomes.
