COVID-19 National Emergency
At President Biden’s directive, the COVID-19 National Emergency declared in March of 2020 ended on May 11, 2023. HUD programs were minimally impacted by this act.
The U.S. Department of Housing and Urban Development (HUD) continues to provide support to homeowners struggling with mortgage payments following the COVID-19 National Emergency. HUD has now issued guidance to allow homeowners to apply COVID-19 forbearances through May 31, 2023. Homeowners should contact their mortgage servicers for payment assistance options after May 31, 2023.
Additional information on HUD programs with potential-impacts as of May 12, 2023, are below:
- Covid-19 Forbearance On FHA-Insured Single-Family Mortgages: The COVID-19 Forbearance options for FHA’s Single-family insured mortgages and HECM Extensions will end on November 30, 2023. The last day that borrowers can apply for either forbearance option is May 31st of 2023. FHA’s standard forbearance options will still be available for borrowers who encounter difficulties in making their mortgage payments. Homeowners should contact their mortgage servicers for payment assistance options after May 31, 2023.
- COVID-19 Forbearance on Section 184/184A Guaranteed Loans: The COVID-19 Forbearance options for Section 184/184 guaranteed loans will end on November 30, 2023. The last day that borrowers can apply for either forbearance option is May 31st of 2023. HUD has published an extension of COVID 19 Recovery Options for the 184 and 184A programs.
- 30-Day Notice to Vacate Requirement for Non-Payment of Rent: HUD’s interim final rule that provides 30-day notice for eviction for non-payment of rent is still in effect for all public housing and HUD-assisted multifamily housing. HUD is currently drafting a notice of proposed rulemaking that would require a 30-day notice for eviction for non-payment of rent even when emergency assistance is not available. In addition, the CARES Act 30-day notice to vacate requirement for nonpayment of rent (included in Section 4024(c)(1)) remains in effect for all CARES Act covered properties.
- COVID-19 Supplemental Payments for HUD-Assisted Multifamily Housing: HUD will complete processing of COVID-19 Supplemental Payment requests for Project-Based Rental Assistance, Section 202, and Section 811 properties that were received for the final round of funding, which closed on February 21, 2023.
