Eviction Prevention and Stability Toolkit

This toolkit has been updated with new information and reflect the latest CDC guidance. Building on innovative practices from Public Housing Agencies (PHAs) and existing HUD guidance, the updated toolkit offers information and resources to PHAs and Housing Choice Voucher (HCV) landlords on ways to stabilize families during and after COVID-19.  The updated toolkit includes 10 attachments with links to a PHA best practices guide, tenant brochure with tips to avoid eviction, HCV landlord flyer to encourage engagement with tenants before the CDC moratorium expires, repayment agreement guidance and examples, a needs assessment tool, and HUD's ERAP FAQs.

CDC Eviction Moratorium

The Centers for Disease Control and Prevention (CDC) extended the Order banning evictions for certain renters until July 31, 2021. The CDC Order is a temporary eviction moratorium to protect public health and prevent further spread of COVID-19. See additional resources below.

  • Dear Tribal Leader Letter - Centers for Disease Control and Prevention (CDC) Issues an Order extending the Eviction Moratorium to July 31, 2021 (June 29, 2021)
  • Federal Register Notice: Temporary Halt in Residential Evictions to Prevent the Further Spread of COVID-19 (expires July 31, 2021)

Unit and Property Inspections

As of June 2021, HUD increased in-person property and unit inspections. Inspections help ensure rental homes in HUD-assisted properties are being safely maintained. During the pandemic, inspectors are following safety protocols informed by the CDC (which includes wearing proper protection and following other related safety measures).

PHA and Transit Agency Partnership Resources

On November 12, 2020, PIH and the Federal Transportation Administration (FTA) partnered to educate stakeholders on how public housing authorities can coordinate with transit agencies, local municipalities, and school districts to provide essential services in their communities, including access to transportation, education support services (such as WiFi), food, medical appointments, and other essential services.
